80.0 CHAIRMAN’S ANNOUNCEMENTS
The Chairman had no matters to report.
Mr La Roche commented on the terrible news that Minnis Bay Post Office is to close, and praised the efforts of members of public and Councillors for showing support against the closure.
Community Warden Liam Doogan gave a summary of events over the year and thanked the PC for their support. Anti Social Behaviour at the Square has improved, and the phone boxes remain in good condition. The Youth Club has re-opened following complete refurbishment. Graffiti has been a problem during the year but appears to have improved of late, with cleaning continuing by the TDC team. The Manager of the Grange Boxing Club has been awarded a sports volunteer award for his work with the youth. Mental health issues involving the elderly has stabilised with the help of outreach services. The Kent Peoples Trust has donated funds for the supply of purse alarms. Mr Doogan kindly gave an alarm to each member of Council. Finally, the employment of the second PCSO is still awaited.
Thanks were given on behalf of the Parish Council by the Chairman. PC Weston returned thanks for the help and support of the PC.

81.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick commented that it was shame the Village did not get a third polling station following the recent review. The matter can be reconsidered if a suitable venue is identified in the future.
Cllr Sheldrick has been working with debt councillors at the CAB. Some problems seem to have arisen as a result of the postal strikes held during the year.
Cllr R Latchford
The China trip was very successful with the Manston Business Park identified as a preferred location for the European Head Office of Chinamex, which should result in new job opportunities. Senior Chinese officials will visit UK in January and a follow up visit to China will take place in March 2008.
Margate renewal continues with the Turner Centre, Heritage themed fun park at Dreamland, and development of the Rendezvous site and Lido. The London Array wind farm project is also progressing. All the above will create job openings and bring new investment to the area.
The TDC budget is being finalised but Government funding has been cut to just over 1% putting huge pressure on the current services provided by TDC.
Cllr Latchford suggested that a representative from Benefits be invited to a future PC meeting.
82.0 KCC COUNCILLOR REPORT
KCC Cllr Hibberd was unable to attend as the meeting clashed with Acol PC.
83.0 CLERKS REPORT
Items of correspondence were detailed including: Notification of an appeal by Birchington Medical Centre on their original application (TH/07/0404), and planning permission has been granted for the Community Childrens Centre at Park Lane School.
84.0 MEMBERS REPORTS
Cllr I Bedwell
The pavements are in poor condition in Canterbury Road by Monkton Carpets. Cllr Bedwell expressed her pleasure at being asked to judge the Christmas window display competition.
Cllr R Latchford
A second meeting of PACT had been held – the parking issues and graffiti were addressed. Thanet Safe continues to operate successfully. Cllr Latchford thanked the police for the escort for Santa at the Christmas Lights ceremony and thanked those Councillors who attended and supported the event. The Retailers Association has had their second meeting and Cllr Latchford congratulated Mrs Vilton for her perseverance. Cllr Latchford expressed great disappointment at the decision to close Minnis Bay Post Office and gave an account on meetings, petitions etc which had been carried out against the closure. Finally Cllr Latchford congratulated the Finance Committee for preparing a budget within that of last year.
Cllr M Sheldrick
Cllr Sheldrick enjoyed helping to judge the window displays and was pleased that the event was reported in the press. A group called ‘Act one’ are performing a pantomime at the Centre and Cllr Sheldrick urged Members to support the event.
Cllr B White
The pot holes in Alpha Road have been filled. The zebra crossing by the Seaview is in need of some attention.
Cllr J Worrow
A written report was read by the Clerk. Noted.
85.0 COMMITTEE REPORTS
Finance Committee
The list of payments was circulated and agreed. There were 7 payments totalling £1,801.08.
The budget for 2008/09 had been set and copies circulated to Members. Agreed. A precept requirement of £30,058 was recommended by the Finance Committee. Agreed.
Parks: There has not been much progress at Crispe Park with the outstanding maintenance concerns. The contractor access gates at Minnis Bay playground need re-locking.
Projects: There has been some improvement in the CCTV but there are still some issues outstanding. The Committee will consider new projects next year including improving facilities at the playgrounds and possibly more Christmas lights. Flood lighting the church has also been suggested.
Publicity: The cemetery bus was publicised by Cllr Bedwell at recent BRA events.
Planning Committee
The Clerk agreed to email the Planning Officer dealing with The Waves, Hengist Road as an amendment has been issued but plans have not been received by the Committee. It is thought that the amendments may be retrospective as the dwelling does not appear to have been built to the approved plans.

Neighbourhood Watch – Cllr D Cooper
Leaflets entitled ‘Safer Winter’ are to be distributed with the next NW Newsletter and by the Wardens.
BRA – Cllr I Bedwell
The Christmas dinner and coffee morning were well attended.
Twinning Association – Cllr B White
The next meeting is on December 18th at the Seaview Hotel and a gourmet meal is planned for March.
TRRG – Cllr J Garland
Speedwatch continues to be a main issue.
Heritage Trust – Cllr J Garland
Cllr Francis has kindly donated a printer to the museum.
Youth Matters – Cllr M Sheldrick
The youth club has re-opened following its refurbishment and is operated by Pipeline.
Governors at Park Lane primary school have raised money for a multi purpose sports arena.
87.0 OTHER MATTERS ARISING
Cllr Sheldrick and Cllr Bruce attended afternoon tea at Taplin Court. Their parking concerns were discussed.
Cllr Latchford requested that the Chairman raise a point of concern with Cllr Worrow regarding the signing of newspaper reports as Councillor when writing as the leader of Thanet Independent Action. As this is not an elected party, items should be signed as Mr and not as Councillor.
Mr Gosden gave details of the Christmas waste collection dates and stated that leaflets will be delivered to all households also giving the details. Mr Gosden confirmed that green waste is not being collected at present but if bags have been left out in error they will be collected.
The Chairman concluded the meeting by wishing everyone a happy Christmas and prosperous New Year and invited all to stay for refreshments.

Minutes of the meeting held 29th October 2007 were amended, agreed and signed by the chairman.

69.0 CHAIRMAN’S ANNOUNCEMENTS
The Chairman reminded Council of the festivities planned for November 30th and reported that the Youth Club hopes to re-open on December 3rd.
Mr La Roche commented that all PC correspondence should be read out in full at meetings or circulated to all Members prior to meetings to allow full discussion on each item. The Chairman stated that as this matter was part of Mr La Roche’ complaint to Council, the matter should not be discussed. Mr La Roche stated his complaint was about a particular letter, this comment was in general terms and he felt decisions were being made on letters without full knowledge of all Members. The Chairman stopped the discussion and asked if there were other matters to be raised.
Mr La Roche asked when the decision was made to support the Pittock consortium (Recreation Ground Questionnaire authors). The Chairman replied that the PC offered funding for the printing costs of a questionnaire to carry out public consultation.
There was a lengthy discussion on the subject of the Recreation Ground involving several MOP.
The matter of dog mess was also raised and discussed. Some posters were handed to PC from a MOP. It was noted that PCSO’s and Community Wardens now have the power to give on the spot fines.
Cllr Hibberd arrived.
The matter of the Recreation Ground proposals was again raised. The Chairman pointed out that the PC was not aware of any formal proposals at this stage, so unable to comment. Mr La Roche has been given the job of bringing people together to discuss the pros and cons with the consortium and the PC job was to judge public opinion – if no change is wanted then the Pavilion will remain as is. Mr La Roche confirmed that a meeting is to be organised and the majority vote of 2/3 will be agreed. The petition given to TDC was also discussed.

70.0 COMPLAINTS
The Parish Council has received three complaints. One concerns Council procedures and the conduct of a Parish Councillor, another concerns the conduct of a Councillor and the last refers to a decision made by Council which the complainant is unhappy with. All complaints have been referred to the Finance & Establishment Committee for investigation and the results will be reported in Full Council in due course.
71.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick reported that three fines have been issued against premises for smoking or underage drinking offences. Through the Volunteer Forum, Birchington carers and transport for the disabled have been working closely together. Civic duties have included attending a charity film night in Sandwich and laying the TDC wreath at the Birchington Remembrance Sunday parade. A fashion show organised by young relations of patients at Demelza House raised over £300.
Cllr J Roberts
A meeting was held with other District Councillors, Highways and KCC Cllr Hibberd to discuss the parking problems in Park Lane. Cllr Roberts enjoyed the task of selling poppies, and offered congratulations to the young people who attended the Remembrance Sunday Parade. The Thanet Archaeological Trust held it’s AGM at Quex Park and announced that they are looking for new display and storage facilities in Thanet.

72.0 KCC COUNCILLOR REPORT
KCC has been occupied with the proposal to shut some Post Offices and has met with officials. KCC is against the closures and has obtained statistics to back up claims that sub post offices do not cause the most financial loses. KCC also feels that the closures would mean the withdraw of financial services to communities who use the PO as a bank.
The Park Lane parking around the school has been looked at and many other schools in Thanet have similar problems. Solutions are not easy and the school must first provide a transport plan. It was agreed that enforcement of illegally parked cars is not being carried out.
Cllr Hibberd reported back from a previously raised item about life guard training for Wardens etc. Cllr Hibberd confirmed that coastguards have the training but other officials do not as there is no open water in Birchington other than the sea.
73.0 CLERKS REPORT
Items of correspondence were detailed including: Consultation on KES becoming a Foundation school, confirmation of £2000 grant from KCC for xmas lights, and reply regarding lack of dropped kerb at 31 Alpha Road. The Heritage Trust has sent an application for funding – Cllr Hibberd also stated that they had applied to him also.
74.0 MEMBERS REPORTS
Cllr J Cohen
Anti social behaviour continues although some instances have been resolved. The problem parking in Canterbury Road continues but the Police have promised to look into the matter and on the spot fines will be issued. Cllr Cohen pursuing the matter. The next KIACC meeting is to be held on December 5th and an improved complaints procedure will be pressed for. Training flights continue to cause a nuisance and questions put to the Airport Representative will not be answered until next year.
Cllr J Worrow
Has received a request for better advertising of our meeting dates. Cllr Cooper replied that agendas were posted on all notice boards and the Clerk agreed to place a new calendar of meetings in the office window. Cllr Worrow also spoke of his concern over the high premium rate telephone number given to the NHS, with some patients ‘holding’ for long periods of time - there was general agreement that the high charges were unacceptable. Cllr Worrow has received several letters thanking him for organising the Post Office protest held November 10th. He gave thanks to Cllr’s Fleming, Latchford and Sheldrick for attending.
Cllr J Fleming
Cllr Fleming has received a letter from TDC following her presentation of a petition to TDC regarding future development at the Recreation Ground. The letter confirms there are no proposals for change. Cllr Fleming also commented on the TDC transfer of assets policy.
Cllr I Bedwell
Had received a telephone call from the owner of Monkton Carpets regarding her complaint about rubbish being left at the front of the property. The rubbish has now been cleared and the owner will endeavour to keep the frontage clear.
Cllr M Sheldrick
Had enjoyed the time spent selling poppies in Station Road. Cllr Sheldrick reported on a book launch ‘so you think you know Thanet’ and pledged support to local initiatives such as this. The xmas events are on schedule and will be helping Cllr Bedwell to present the best dressed window awards on December 1st.
Cllr D Cooper
The lights at Dog Acre have been installed efficiently but a meeting is needed with the supplier for instruction on the timing controls.
Cllr B White
A Play Partnership meeting was held but Cllr White was unable to attend. The direction sign in Canterbury Road is still damaged, problems remain with the pavements and potholes in Alpha Road, road markings have worn off in Stonebarn Avenue and although zebra crossings in Station Road have been re-painted, the arrows on the humps have not.

75.0 COMMITTEE REPORTS
Finance Committee
The list of payments was circulated and agreed. There were 11 payments totalling £6,010.33. This included £144.34 back pay to the Clerk following the belated pay award having been agreed. Agreed.
Parks: A meeting with TDC was held and all parks were visited. Some highlighted problems have been rectified. Cllr White proposed that £500 be given towards the cost of re-painting the equipment at Crispe Park. 2nd by Cllr Cohen. Agreed. An invoice will be needed and the Clerk to confirm this is a one off payment.
Projects: The CCTV upgrades and other problems remain. The owner of Brills has requested that the new camera not be installed until after the Christmas period.
Publicity: The newsletter has been well received as has the Parish Guide. Cllr Bedwell commented that she was disappointed at the amount of District information contained in the guide and would like more local information next time. The cemetery bus is running well with increased passenger numbers probably due to the colder weather.
Planning Committee
The Clerk gave details on why the previous application from the Medical Centre was refused. Cllr Sheldrick was asked to call in the latest application if it looked likely for Officer approval. The application at 1 Leslie Road has been refused. Cllr Hibberd commented that the PC should keep up the pressure to extend the AHTV.

A meeting was held at Minster at which a KIACC briefing was given.
Neighbourhood Watch – Cllr D Cooper
The Thanet NW AGM was held on November 19th with good police turnout and an informative talk given on the probation service.
BRA – Cllr I Bedwell
The next meeting is to be held November 28th and the Christmas dinner is on December 5th.
Twinning Association – Cllr B White
The next meeting is on December 18th at the Seaview Hotel.
TRRG – Cllr J Garland
A next meeting is to be held November 27th.
Heritage Trust – Cllr I Bedwell
A musical evening is to be held on December 14th. The museum continues to be well attended.
Youth Matters – Cllr M Sheldrick
The youth club is to re-open on December 3rd at 6.30pm and all are welcome to attend.
77.0 OTHER MATTERS ARISING
Cllr White gave thanks from the British Legion for the support given at the Remembrance Sunday Parade. Poppy sales in the Villages had increased this year by 13.5%.
Cllr Cohen drew Councils attention to the Trading Standards service called Consumer Direct. It was agreed that the service be promoted on the PC website.

56.0 MINUTES
Minutes of the meeting held 24th September 2007 were agreed and signed by the chairman.
57.0 DECLARATIONS OF INTEREST: None.
58.0 CHAIRMAN’S ANNOUNCEMENTS
The Chairman requested Members attend a budget meeting. This was agreed for December 5th.
Funding is now in place for the continuation of the Youth Club.
Members were urged to write if not already done so with regard to the consultation on Post Office closures.
A meeting is to be arranged to discuss Rec. developments. Cllr Garland hoped that a neutral Chair could be found for the meeting.
The Chairman has received an invitation to attend the opening of Minster all weather football pitch.
Members were reminded of the Remembrance Sunday Parade to take place November 11th starting at 10.30am. Refreshments will be held in the Centre afterwards.
A MOP asked for an update on the parking problem in Canterbury Road (adjacent Smugglers) as there does not appear to have been any improvement. Cllr Cohen replied that he had received photo evidence of the problem and KCC Cllr Hibberd had been informed as the cars overhang the Highway. Disappointment was expressed that there has been no action as yet from the Police or Parking attendants. Cllr Cohen and Cllr Hibberd agreed to chase the matter with the authorities. Cllr Garland agreed to raise the matter at a meeting to be held with TDC and the Police.

59.0 PETITION
The Parish Council received a petition signed by 6 electors requesting that the Parish Council hold a Parish Meeting so that the question ‘We wish the Government of the day to hold a National referendum on the subject of the EU Treaty’ could be put. The Clerk reported that Democratic Services had estimated the cost of a Poll, should it be requested to be £3,500-£4000, which the Parish Council would have to pay for.
It was noted that none of the petitioners was present at the meeting. Each Member was asked their views in turn. There was unanimous agreement in sentiment to the issue. However concerns were repeatedly raised as to the use of resources for a national matter, which would have no legal status and could be better spent on local issues. It was noted that a petition on the matter had been circulating the village and Roger Gale MP was to present it to Parliament. The Clerk commented that she was awaiting information on the matter from NALC. Cllr Cooper proposed that the Parish Council not agree to hold a special Parish Meeting as requested. 2nd by Cllr White. Agreed unanimously.
60.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick had attended the last board meeting of TCHA as they have now become Orbit South East. There have been two instances of TDC Licensing Board revoking licences, but both cases are to go to appeal. Cllr Sheldrick continues to attend meetings of the Voluntary Forum working party where disabled access to public transport is a current topic. A meeting has been held to discuss parking problems at the Primary school and other concerns in the Village including the lack of enforcement. Cllr Sheldrick made a personal comment in support of the latest design for the proposed Turner Centre and lastly urged petition signing on proposed post office closures.

61.0 KCC COUNCILLOR REPORT
The recent events effecting the Maidstone and Tunbridge Wells Hospital Trust have resulted in KCC resolving that all senior members of the Trust should resign and not just the Chairman. The offer of a loan had been made to help make emergency improvements, the Health Minister has become involved and the Trust has not yet responded.
Notice of further parking restrictions, some concerning Birchington have been issued. Clerk confirmed that she had received a copy.
Plans to further publicise the Telehealth scheme have been deferred as initial demand is so high.
Funding has been requested to carry out a review of all traffic problems in Birchington. Recommendations from the review will be reported to the PC before they are made public.
£2000 in grants is still available for projects in Birchington.
62.0 CLERKS REPORT
Items of correspondence were detailed including: Reply with regard to differing beach hut rental charges, list of proposed parking restrictions, invitation to the KAPC AGM, notice of Code of Conduct training sessions being held by TDC. The Clerk also had a copy of the minutes and report following the petition against development at the Rec. Ground was presented to Cabinet. Cllr Cohen asked the Clerk for a copy.
63.0 MEMBERS REPORTS
Cllr D Cooper
Cllr Cooper and other Councillors had attended the first PACT (Partners & Communities Together) meeting.
Cllr M Sheldrick
The graffiti team are aware of an incident of very abusive graffiti along the cliff face between Minnis and Epple Bay. For health & safety reasons, scaffolding will be required before the graffiti can be removed.
A resident of Quex Park Road had contacted Cllr Sheldrick with regard to the tree pruning programme. The matter had been forwarded to KCC who had responded.
There has been an increase in complaints regarding training flights from Manston Airport.
Thanks were given for the use of the office and support of Cllr’s Bruce and Roberts which made the recent charity coffee morning a success.
Cllr Hibberd commented on the graffiti and gave details on a dangerous property positioned on the cliff edge which he felt was allowing the vandals to access the site.
Cllr J Cohen
Cllr Cohen had attended a meeting of KIACC which had an impressive Chairman but no representatives from Infratil were present despite they should be on the Corporate Committee. A 30% increase in noise levels was reported and problems with the current complaints procedure was discussed. The next meeting is to be held in November when it is hoped Infratil will be present to answer questions. The non-compliance with guidelines is to be raised by MP’s and TDC.
Cllr J Worrow
Cllr Worrow had received a letter from a resident of Minnis Road complaining about traffic speeds in Dane Road and inconsiderate parking around the junction of Dane Road and Minnis Road. The area from Canute Road to the Parade is also a concern, particularly in the summer. The area by the Minnis Road shops is exasperated by delivery lorries parking on the corner and buses reversing into Dane Road.
Cllr Worrow has received emails and letters protesting against the post office closures and had sent an email to the press publicising a protest meeting organised by Cllr Worrow, Cllr Fleming and Cllr Cohen to be held Saturday November 10th at 10.45 am outside Minnis Bay post office. The protest had been advertised in the internet to reach Thanet wide. Cllr Worrow urged all to attend and distributed a poster to all Members and the Clerk.
Cllr I Bedwell
A photo of rubbish placed on the shop front of Monkton Flooring was passed to the Clerk. It was thought that the rubbish had now been taken inside the shop. It was agreed that the Clerk writes and request that they dispose of rubbish and not leave it outside.

64.0 COMMITTEE REPORTS
Finance Committee
The list of payments was circulated and agreed. There were 13 payments totalling £2,373.60. Agreed.
Parks: A meeting has been agreed with TDC for November 2nd to look at the Parks. The war memorial has been cleaned.
KCC Cllr Hibberd gave his apologies and left the meeting.
Cllr Cohen asked Cllr White if there had been any feedback following the Rec. ground petition. Cllr White had no further news to report. A MOP stated that he had received a letter stating that a meeting is to be held on November 6th in the Parish Office. The Clerk confirmed that she was not aware of the meeting and had not been approached to book the Office. She reminded Council that a Member must be present at any meetings held by outside organisations, and would be necessary for access to the office.
Cllr Cohen proposed as the Parish Council know nothing about the meeting on a controversial matter that the PC not tolerate the matter and not allow the meeting to take place. 2nd by Cllr Worrow. Motion failed.
Cllr White commented that the originator has until November 6th to inform the PC. Cllr Cohen stated that as the issue was very controversial with a large proportion of the community against the proposals a decision should be made now to not hold the meeting. Cllr Sheldrick replied that as we have no knowledge of the meeting, we can not make a decision about it. Cllr Worrow commented that the originators were out of order if writing to a MOP before informing the PC.
Cllr Cohen proposed should we get letter requesting the office for November 6th that the request be refused due to it being a controversial issue. 2nd by Cllr Worrow. Vote taken, 3 for, 2 against. Agreed.
Cllr Cohen made a further proposition that should the PC be contacted by the group to hold meetings on the Recreation Ground that they should not be held here as not an appropriate chamber for a controversial issue. 2nd by Cllr Worrow. Vote taken, 2 for, 3 against 1 abstain. Motion failed.
Projects: The CCTV upgrades and other problems are being monitored. Cllr Cohen gave thanks to Cllr Cooper and Cllr Garland on the work they do to keep the CCTV going. A vote of thanks was given.
The lights for Dog Acre are due to be installed on November 9th.
Publicity: The Village Guide is progressing and a newsletter is due. Cllr Garland and Cllr Bedwell to attend the next surgery.

The next meeting is November 18th. A shopping trip to France has been planned for December 1st.

A meeting was held at which Speedwatch was discussed.
Heritage Trust – Cllr I Bedwell
A meeting is to be held November 22nd where a talk will be held on Thanetlink. A concert is being organised for December 14th.

It is hoped that the Youth Club can re-open on 1st Monday in December following the refurbishment etc. The Club will be run by Pipeline Global Regeneration with the outreach worker helping at the mobile bus which will visit the Recreation Ground.

47.0 CHAIRMAN’S ANNOUNCEMENTS
The Chairman and Clerk are to attend the TDC Parish Forum on September 26th. The Chairman reminded Members about the consultation email forwarded to all from KAPC, regarding post office closures. The Chairman was hopeful that the Youth Club will open again in the near future.
A MOP asked for an update regarding the problem parking on land between the Smugglers and Thanet Fascias. It was agreed that there has been little improvement despite the Police and Wardens having been asked for support. Photographic evidence has been collated. Cllr Cohen has written to TDC but has not received a reply. It was suggested that clearer markings could be placed showing the demarcation between forecourt and pavement.
KCC Cllr Hibberd arrived.
Cllr Hibberd commented that other places in Birchington are suffering similar problems. It was agreed that Cllr Cohen chase TDC and that Cllr Hibberd to raise the matter at a meeting to be held with other Thanet County Councillors.
Another MOP asked Council if he may have a photograph of all Members for inclusion in a book he is writing. Cllr Francis commented that he may also be able to obtain a photo of Council at its inauguration.

Approximately one year ago, the time for public participation was changed from the end of each Full Council meeting to the beginning. It was agreed that this change has brought about more public attending meetings. Cllr Garland therefore proposed that the adjournment remain at its current position on the agenda. 2nd by Cllr Latchford. Agreed.
49.0 REPORT OF DISTRICT COUNCILLORS
Cllr J Roberts
Leaflets have been distributed regarding the EU Reform Treaty.
Cllr Roberts commented that there is some confusion on recycling with current literature not comprehensive enough.
Cllr Roberts is a member of the working party for corporate improvements, ensuring Council Tax is properly spent and accounted for.
Cllr M Sheldrick
Cllr Sheldrick congratulated a Birchington tenant for winning a prize in the Garden in Bloom competition.
Cllr R Latchford
5000 more wheelie bins are to be distributed soon with new literature. Recycling targets have been exceeded since the introduction of wheelie bins.
Capital investment is being sought for major regeneration projects including Ramsgate Port. Other regeneration proposals including Dreamland are progressing. Potential investors from China are to visit Thanet.
Coastal improvements include additional beach huts and improved facilities. Joss Bay is currently being focused upon.
The Sport 4 Nrg campaign was a great success.
The Chairman enquired about the pavement cleaning machine and if it was still in use. Cllr Latchford confirmed its continued use but that it was restricted by the need for a qualified operator and it was very noisy.
50.0 KCC COUNCILLOR REPORT
Cllr Hibberd continues to deal with school transport appeals.
Highways are preparing for winter and the annual plan has been implemented. Highways are also involved with the traffic problems at Park Lane. The A28 has been highlighted as having one of the worst accident records in the County and the Coroner has requested speeding and accident records.
There is to be a series of public meetings held by the NHS and Cllr Hibberd hoped that the PC attend and make representations.
Local Democracy Week is 15-21st October and schools will be visited.
A Remembrance Sunday service is to be held in Maidstone on October 24th. A PC representative may attend and financial contributions are also requested.
Future consultation is planned with relevant bodies on the Local Government Reform.
Cllr Garland asked Cllr Hibberd if he had news of the plans for Crispe House. Cllr Hibberd replied that most of it is to be demolished but the offices will remain. Park Lane was also discussed and the round-a-bout at Quex. It was suggested that the item could be put to the Joint Transportation Board.
51.0 CLERKS REPORT
Items of correspondence were detailed including: Objections to the proposed bus stop clearway in Station Road, a letter regarding lack of litter bins and inappropriate use of dog bins at Minnis Bay and results of the first stage consultation on polling station review. Cllr Sheldrick passed to the Clerk leaflets on Homesafe and the Thanet Home Improvement Agency for information.
52.0 MEMBERS REPORTS
Cllr J Cohen
Cllr Cohen continues to pursue the green waste policy as he feels it to be unsatisfactory.
Cllr Cohen commented that Councillor reports should keep to matters which effect Birchington and not wider subjects.
Cllr Roberts was asked about the referendum leaflets and replied that they were being circulated by Conservative Councillors. Cllr Cohen replied that the PC meeting was not the forum to mention the matter and Cllr Roberts apologised.
The Christies event was mentioned and Cllr Cohen commented that there was confusion over the licence requiring clarification.
The parking problem in Canterbury Road is still being pursued.
Cllr Cohen finished his report by apologising for having missed a number of Planning Meetings due to his Post Graduate work in London for which he has been appointed as an examiner for the Royal College of Surgeons.
Cllr Garland commented that it is not just Christies that have unclear licensing rules and that other establishments also operate outside etc. and Christies should not be specifically targeted.
Cllr J Worrow
Cllr Worrow commented on water safety training for PCSO’s and Community Wardens particularly as we live in a coastal community and a discussion took place on the training facilities and funding responsibilities.
Cllr J Fleming
Cllr Fleming attended the TDC Cabinet meeting and spoke on behalf of the residents concerned over possible development on the Recreation Ground. The petition will go to TDC Full Council later in the year.
Cllr J Francis
TDC is to hold Code of Conduct training sessions for Parish Councillors.
Cllr M Sheldrick
A beach clean has been carried out by volunteers and one particular volunteer has been suggested for an award due to his commitment to keeping a section of beach clean.
A newspaper report on referendums was passed to the Clerk for information.
Cllr R Latchford
The teenshelter has been removed but the base will have to remain at present due to budget constraints.
Pot holes in the Recreation Ground have been filled.
£1,300 has now been raised by Traders for the Christmas activities and several establishments are to hold events after the light switch on. 35 traders have expressed an interest in the Traders Association.
A Theatre Royal gala night is to held following its refurbishment and renovation.
Cllr Latchford commented on the European café culture and the petition to be presented to TDC Council is based on ideas and not substantial plans.

Finance Committee
The list of payments was circulated and agreed. There were 7 payments totalling £2,197.96. Agreed.
Parks: The teenshelter has gone and the holes filled. Problems remain at Crispe Park but a reply has been received from TDC on the matters. The toadstools are loose at the Recreation Ground.
Projects: The installation of the CCTV camera and maintenance is planned for September 30th. A second quote for lights at Dog Acre has still not been received.
Publicity: A meeting date is still to be arranged with the village guide publishers.

36.0 CHAIRMAN’S ANNOUNCEMENTS
The Chairman had received a copy of a letter from a resident addressed to the Police, regarding the parking problem around the school in Park Lane.
A MOP was concerned about incorrect reporting of an event held at Christies Wine Bar. Cllr Sheldrick confirmed that she had attended at 6.45pm and again at 8.00pm and had not witnessed any breach in terms of their liquor licence. Loud music could be heard but she believed it to be from Quex Prom. Cllr Sheldrick also stated that the terms of their licence state that objections must be from residents in the vicinity. Cllr Cohen had also visited the site following complaints about loud music and TDC confirmed that the Wine Bar held an Entertainment Licence but this did not cover the garden area. Cllr Latchford confirmed that he was at the function and had at one point told the band to turn down the volume. A discussion then took place between Cllr Cohen and Cllr Latchford regarding the initial issuing of the licence which became heated and the Chairman stopped the discussion stating that the Public session was not the place to continue their arguments. Cllr Worrow accused the Chairman of being biased by not allowing Cllr Cohen to continue to speak. The Chairman concluded the discussion by stating that any objections regarding possible breaches in either the Entertainment Licence or Liquor Licence should be directed at TDC for investigation.
Another MOP stated that he had written to the Parish Council in May regarding the installation of a green structure in Canterbury Road and had not received a reply. The Chairman explained that the structure was an air pollution monitor and was installed and controlled by DEFRA and not the PC. The same gentleman then referred to the lighting of the lantern on the fountain in the Square and stated that Cllr Latchfords’ report to Council was fabrication and had no substantiated evidence. He asked for an apology. The Chairman replied that he owed the PC an apology for wasting a lot of PC time and that some reports had been verbal and not written which is why they were not on file. The MOP stated that he had obtained an independent quote for the works for £3,000 and not £15,000 as reported to PC. Further discussion took place and Members confirmed their support for the higher figure being realistic.
A resident from Park Road asked the Chairman if there was any further news regarding development at the Recreation Ground. Cllr Garland replied that a meeting is to be held in October organised by the authors of the questionnaire. Cllr Latchford confirmed that the petition will be presented to TDC Full Council on September 20th and objectors will be written to.
Lastly, a MOP wished to draw to Councils attention that price rises are proposed for beach chalet rents but it is a different figure for those owned privately and those rented from TDC. The Chairman confirmed that the Clerk would write and ask TDC for the reason for the different price increases.

37.0 REPORT OF DISTRICT COUNCILLORS
Cllr J Roberts
Expressed gratitude to the PC for allowing the office to be used for a charity coffee morning.
Cllr M Sheldrick
Cllr Sheldrick is supporting an initiative to improve parking problems around the Park Lane school.
At a recent BRA meeting a representative from Telehealth gave a talk which was very informative.
As TDC Vice Chairman, Cllr Sheldrick had attended a folk concert in Broadstairs and a global church funding day.
Cllr S Day
Outlined his responsibilities within TDC including being on the Planning Committee (a heated discussion between Cllr Day and Cllr Cohen took place over their respective performances in the Planning Committee).
Cllr Day commented on a website by the Independent Action political party, which he stated had personally attacked him (there was a further heated discussion involving Cllr Day, Cllr Worrow and Cllr Cohen).
The Chairman requested that the discussion end and anyone wishing to speak should do so through the Chair.
Cllr R Latchford
The petition presented at the last meeting had been passed to the Leader of TDC and is on the Full Council agenda for September 20th. Cllr Latchford corrected a comment made in the Forum by Cllr Cohen.
Vandalism continues to be a problem in Thanet including Birchington resulting in the teen shelter at the Recreation Ground having to be removed.
The summer has seen over 600 events held specifically for the youth of Thanet and the launch of Oi! Magazine.
As Portfolio holder for Economic Regeneration there are numerous projects now under consideration mainly based in Margate but also involving Ramsgate and Broadstairs.
The Theatre Royal is undergoing refurbishment and has a new Manager. It is due to reopen on September 29th. The role of Friends of the Theatre was promoted.
The TDC Corporate Plan has been published and is available for download from the TDC website.
Work on the Pleasurama site in Ramsgate is to start shortly.
37.1 CHRISTMAS LIGHTS
Cllr Latchford gave a report: 16 lamp-post lights have been ordered and grants agreed for their cost. Lights will also be placed in a tree at Dog Acre. Traders have agreed to decorate their windows and/or shop fronts. Roger Gale MP has agreed to turn on the lights on November 30th and various festivities have been organised including band playing, carol singers, fairground rides and Santa’s Grotto. Festive refreshments will also be available. A number of Public Houses will also have entertainment on the night. It is also hoped that a selection can take place of a Snow Queen and Snow Court who will later represent the Village in carnivals. An Organising Committee has been formed, chaired by former councillor Pam Vilton.
37.2 RETAILERS ASSOCIATION
Cllr Latchford gave report: A letter was circulated to retailers and follow up visits made regarding the forming of a Retailers Association and to request donations to the Christmas Activities. Response has been positive and a meeting for retailers is to be organised in October when it is hoped a Committee can be elected. £960 has been collected in donations and this was passed to the Clerk. It was agreed that the Parish Council would manage the funds until it is needed by the Organising Committee.
Cllr Latchford proposed that the Christmas Lights and Retailers Association reports be accepted by the Parish Council. Agreed.
38.0 KCC COUNCILLOR REPORT
Cllr Hibberd reported that August had been busy with School Transport Appeals.
A paper on Government re-organisation including the work relationship between County, District and Parish Councils is to be presented to Full Council. A consultation period will follow.
There is to be an improved program of help for the elderly which will shortly be made public.
The budget process is soon to start again.
39.0 CLERKS REPORT
Items of correspondence were detailed including: Notice of a consultation paper available online regarding the Countryside Access Improvement Plan. Confirmation that our BT bills are now paid by direct debit, training leaflets on Councillors Information Day (passed to Cllr Worrow and Cllr Fleming). A letter and attachments received by the Clerk regarding the lighting of the lantern had been copied to all Members. Its contents were noted.
41.0 MEMBERS REPORTS
Cllr J Cohen
Cllr Cohen is liaising with residents and officials on problems in Farrar Road including anti social behaviour. There are also parking problems in a section of Canterbury Road adjacent to Thanet Fascias requiring liaison with Police and Parking Attendants.
Cllr Cohen confirmed that a petition from residents regarding proposals on development at the Recreation Ground will be presented to TDC Full Council on Sept. 20th.
There has been no response from TDC regarding the green waste collection service. The Clerk was asked to write for clarification.
Cllr J Worrow
Cllr Worrow has received complaints regarding the increase in low flying aircraft over the Village and will take the matter to KIACC.
Anti social behaviour continues to be a concern and was shocked at a recent attack on the Vicar. Cllr Worrow felt that inter-generational activities within the community could help restore respect of elders and spoke of one such initiative.
Cllr J Fleming
Reported the concerns of residents around the Recreation Ground on possible development on the land and that increased anti social behaviour may result as well as exacerbate parking problems in the area. Cllr Fleming is to attend the TDC Council meeting on September 20th.
Cllr I Bedwell
The lights at Brooksend are no longer working again and a sign has been damaged.
Cllr Bedwell and Cllr Francis attended the library surgery and noted the library was busy and well used. Cllr Bedwell also congratulated Cllr Cooper on the impressive notice board.
Cllr R Latchford
The assault on Rev Witts was depressing news, but following a meeting with Police and Wardens an arrest has been made. TDC are to launch a zero tolerance campaign tackling designated areas in Thanet and graffiti is being removed by those on Community Service.
The Government Inspector attended the Cranworth site. Some District and Parish Councillors were present as well as residents. The decision is due shortly.
The owner has been found of a bench which a resident would like moved. She is to consider the request.
A Park and Stride initiative is to go to Cabinet. It involves allowing free parking in Abion Road and Alpha Road car parks for parents taking/collecting children from the Park Lane school.
A member of public caused upset at an event held at the Seaview as he had an imitation gun. Cllr Fleming stated that the person was dressed as a cowboy. The person concerned was in attendance at the meeting and abuse and threats were shouted at Cllr Latchford. The Chairman told the member of public to be quiet or leave the meeting. The person left.
Cllr M Sheldrick
Cllr Sheldrick is aware of concerns on rent increases by beach hut owners and is willing to liaise with Leisureforce.
Cllr Sheldrick is also dealing with a complaint regarding a persistent dog fouler. Dog wardens are aware.
Cllr Sheldrick had also helped with a distraught MOP who had her bank account ‘hacked’.
Cllr D Cooper
The notice boards have all been refitted but the laminator is broken.
Cllr B White
Attended a demonstration of play equipment including skateboard systems. Quotes are being obtained for Committee to consider.
There have been complaints about litter being left on the Recreation Ground following football matches. Clerk to report.
The taxi company in Alpha Road continue to park on their frontage but do not have a dropped kerb.
The pavement is breaking up outside the dentist in Alpha Road.

Minutes of the meeting held 25th June 2007 were agreed and signed by the chairman.
22.0 DECLARATIONS OF INTEREST: None.
23.0 CHAIRMAN’S ANNOUNCEMENTS
In view of rumours that the CCTV cameras do not contain film, the Chairman clarified that they are digital and are on constant link to recordable hard drives. CD’s of images following the recent ram raid have been passed to the police.
Thanet Community Transport Association, who run our Cemetery Bus wish to visit the PC to promote their other services – agreed, Clerk to invite.
In view of new Planning regulations, the Chairman suggested that the Finance Committee consider joining CPRE.
The majority of members of the public present wished to raise concern over possible development of the Recreation Ground. Most were residents from roads surrounding the Rec. and were concerned that a major development may take place on the land giving rise to the loss of the green space facilities.
The Chairman replied that since the public meeting held at Park Lane school in April there has been no further news or action, and that the Rec. can only be used for leisure activities. A petition containing over 200 signatures was passed from a MOP to Cllr Latchford and asked in his capacity as Deputy Leader to bring the petition to the attention of TDC – Cllr Latchford noted the strength of public feeling and accepted the petition. After further discussion and a vote it was concluded that the only development acceptable to those present would be a replacement pavilion on its current site.
A MOP asked the PC if they have any official interest or responsibility to the Carnival, and how we knew it had been cancelled. Cllr Garland replied that the news came as word of mouth and no official notice had been sent to the PC. He also confirmed that the PC has links with the Twinning Association but not the Carnival Committee.

24.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
As Vice Chairman of TDC, Cllr Sheldrick has attended 4 civic functions in July.
As Chairman of Licensing Cllr Sheldrick reported that monitoring of the liquor legislation is taking place as it has been 3 years since it’s implementation and policy review and consultation is required. The position with the Gambling Act remains unchanged.
The Thanet Community Housing Association is undergoing a name change but no decision has been made as yet.
A review of all Polling Stations is being conducted and comments should be directed to TDC Electoral Services.
Roger Gale MP is a sponsor of a Private Members Bill to amend and strengthen graffiti legislation.
Cllr Dr A Bruce
Following pipe laying in Epple Road, the road surface was poorly repaired. Cllr Bruce complained and the road has since been re-laid to a more satisfactory state.
Seaweed from Margate was having to be dumped at Foreness Point due to bad weather, raising concern that other beaches may also receive unwanted seaweed.
Cllr R Latchford
Cllr Latchford confirmed that the Environment Agency has agreed that seaweed can go back onto the fields.
Copies of the TDC Annual Report were circulated to Members and Cllr Latchford showed a copy of ‘Oi!’ magazine which is aimed at young people and gives lists of events etc.
The footbridge has been painted for the 6th time in 2 months and the site is being monitored. Likewise the Pavilion has also been repainted but has been grafittied on again. Covert cameras are now in use across Thanet and some prosecutions are pending.
Major investment is being channelled into Margate including redevelopment of the Pier Arm, Dreamland and Margate Old Town.
The recent public events in Thanet have been very successful and next year more events are planned. The recycling volumes are now so high that the sorting centre cannot cope. There is therefore to be a temporary change to the wheelie bin collections, coinciding with more bins being distributed. All effected residents will be informed of the temporary changes.
