Apologies were received. PCSO BURNETT proposed unless there were any objections that he would chair tonight’s discussions in the absence of the Chairman who is still recovering from illness.

The minutes for the last meeting were accepted.

PCSO BURNETT updated on the work completed for our six priorities.

1)     Speeding: The adverse weather hindered the number of checks that could be completed so work was concentrated on the areas dictated by public concern. Figures were revealed for operations completed on Alpha Rd, King Edward Rd, Essex Gdns, Park Lane and Epple Bay Rd.

Operations by Road Policing unit to take place on Canterbury Rd. Proposed that this priority is work in progress and should remain.

2)     Litter: Litter picks have been completed with the Beavers and more are planned when weather improves and evenings draw out. Survey of area bins established two missing and replacements have been ordered. Liaison has taken place with the local road sweeper who is willing to target areas upon request. We are now the centralised point for distribution and storage for TDC’s Litter Pick kit and these will be utilised locally when weather improves.

3)     Mis-use of disability scooters: This issue was publicised during our Community Engagement days in conjunction with TDC Neighbourhood Safety Team on Station Road during November & December. We used posters and engagement to publicise the correct usage of these vehicles on our footpaths.

4)     Purse Dipping: Tackled via Community Engagement events. Funding was successful in providing 1500 “Lanyards”. So far we have distributed in excess of 700. Evidence of use has been good so far and is further evidenced by reduction of reported occurrences of thefts throughout the Christmas period in particular.

5)     Pavement Cycling: Again Community Engagement days used to publicise. Posters created by local primary school children and displayed on the trailer. Visible reduction in use of pavements by cyclists although it is accepted that the weather has played a part in this.

6)     Enforcement of Yellow Lines: Surveying of the area has revealed that a lot of the misuse of the yellow line system is by Blue Badge holders and hence unless they are causing an obstruction enforcement cannot take place. Work has however taken place in conjunction with TDC wardens and specific areas and times are being targeted at our request. The misuse of the bus-stops has been highlighted whilst surveying this issue and is also being addressed. This is an ongoing project and should remain a future priority for our wards.

Local Update: Warden Liam Doogan reported that it had been generally quiet in the village over the past quarter and that Christmas specifically had been very quiet

In excess of 700 purse lanyards had been distributed in the run up to Christmas and there were more in stock to follow up

Funding had been received from Charles HIBBERD for the provision of approx 250 sets of high quality cycle lights to be used in accident prevention and cycle safety/pavement initiatives. Currently awaiting funds to place order.

The elderly population are still a high proportion of the Wardens working time. Ambulance calls have more than doubled over the past month. 2 people have been taken into care and 3 are on the current hot watch list. However expected reported problems with the recent bad weather had not materialised.

All youth clubs up and operational at this time and being given help with fund raising

Lots of work as usual with primary school and nursery. In particular helping to encourage kids to be part of the community – posters for campaigns; litter picking etc. Helped to set up a “police station” in KS1

PC WESTON gave a short talk on Blackberry Engagements – a new police initiative to encourage feedback from the public on issues they want addressed. He said he still wanted to be contacted about anything in any way possible and that this initiative was not a replacement for current lines of communication. He also reported that he had changed his shift patterns so that he will be on duty Thursday through Sunday inclusive – day shift Sunday, late shifts all other days

bulletThe issues of parking on Albion Road and in particular outside SNH stores were discussed at some length. It was agreed to investigate the provision of No Loading/ Unloading stripes
bulletIt was reported that a similar situation occurred on Station Road outside “Just a Second”. However there was clear enforcement channels associated with this area.
bulletParking on the corner of Dane Road jct with Minnis Road was also highlighted
bulletMS reported from a meeting she had attended that Stagecoach and Eastonways bus companies had complained that schedules were being delayed due to anti-social and illegal parking. In Birchington this was mainly outside the RSPCA shop on Station Road
bulletMany other issues were discussed and LD stated that it was clear that everything came back to parking enforcement. Roger LATCHFORD agreed to look into permanent or semi permanent enforcement for village and report back.
bulletBW on behalf of parish council asked for PACT support in contacting Highways about the provision of a Lollipop person for the crossing on Canterbury Road adjacent to Park Lane. It was also asked for in regard to making this crossing a PUFFIN crossing rather than the current PELICAN crossing. All agreed that PACT should write a letter to Kent Highways Services supporting this and copy to Charles HIBBERD
bulletIt was agreed that Warden and PCSO will do some speed checks on The Parade in Minnis Bay
bulletRW reported that he had been to a NHW county meeting at which he spoke with Chief Inspector Mitchell FOX. He brought up the issue of the speed warning sign on Canterbury Road not working. PCW reported that investigations to Highways had indicated that this sign was beyond economic repair and therefore would need replacement. This was now a budget matter. RW stated that he was not happy about this and was going to write to Mr FOX and Highways to raise the matter again
bulletRW spoke of potholes. MS reported that KCC had made £1M available as an emergency fund to try and cope with damage caused by recent bad weather. RW given contact details for Highways to report ALL problems and encouraged to advise anyone who contacts him to use this number – 08458247800 or report online via KCC website.
bulletRW asked what was the status regarding police computer support in Birchington. PCW reported that just today he had been told that Kent Police will not fund it at present. The computer has been purchased and is available. Phil Benstead KCC  was surprised at this as it was he who had organised for the laptop to be sourced and paid for it in the first place. Phil Benstead and Roger Latchford will be taking this up at next TCSP meeting
