20.0 MINUTES

Minutes of the meeting held 30th June 2008 were agreed and signed by the chairman.


 

21.0 DECLARATIONS OF INTEREST: None.


 

22.0 CHAIRMAN’S ANNOUNCEMENTS

The Chairman had attended a recent Thanet Local Board meeting and had been on a tour of Thanet Earth.

Adjournment for Public Participation

A MOP asked why there was opposition to the proposal to extend the golf course at Manston. The Chairman replied that this was not an issue for BPC. Cllr Bruce replied that the proposal was contrary to the Local Plan.

Another MOP asked why seaweed was not being removed to fields. The Chairman replied that it was now illegal to so and Cllr Bruce confirmed that seaweed is now classified as hazardous waste by the Environment Agency and special licences are needed to transport it from the beaches. It is therefore at the moment being pushed back to sea for dispersal. A lengthy discussion pursued with various concerns raised on the seaweed problem.

23.0 REPORT OF DISTRICT COUNCILLORS

Cllr A Bruce

Has attended many meetings regarding Quex Park issues and will make a formal report soon. Cllr Bruce organised and attended the Members tour of Thanet Earth. There have been many constituent matters with other 30 items of correspondence needing attention. Cllr Bruce also supported the Thanet Pride celebrations.

Cllr J Roberts

Cllr Roberts has been on holiday for most of the month but has given support to Cllr Bruce on a couple of issues. There have been two planning appeals lodged in Birchington.

Cllr M Sheldrick

Has attended events as Vice Chairman of TDC, a position which helps promote Birchington which is often forgotten amongst the larger towns in Thanet. Cllr Sheldrick attended the Fairtrade concert and meeting and was at the opening of Thanet Pride celebration. Cllr Sheldrick has also been busy with CAB trustee and Voluntary Forum work. The visit to Thanet Earth was informative.

Cllr R Latchford

Written report was read by the Clerk. Noted. Cllr Sheldrick commented that the Turner Centre would be completed for 2010 but would officially open in 2011.


 

24.0 KCC COUNCILLOR REPORT

Cllr Hibberd stated that consultations with TDC and Parish Councils would begin soon to get views on devolving more powers to District and Parish/Town councils.

Inflation is effecting the KCC budgets and a group has been set up to consider adjustments for the rest of the financial year.

Highways are in the process of relocating to Ashford with the closure of the Canterbury Office. Contact phone numbers will remain unchanged. Liaison Officers have been employed.

The KES planning application will go to Planning Committee on July 29th. If approved work costs will be helped by a ‘building schools for the future’ grant.

25.0 CLERKS REPORT

The Clerk presented items of correspondence. A letter from Mr La Roche had been copied and circulated to Members prior to the meeting. The Clerk reported on a request for a meeting from KCC to discuss Public Rights of Way and the new definitive map. It was agreed that Members and the Clerk attend on 30th July in the Council Office.


 

26.0 MEMBERS REPORTS

Cllr M Sheldrick

Cllr Sheldrick notes that potholes have been marked for repair but not yet repaired. Wheelie bin problems have now been resolved. Seaweed has resulted in a number of complaints and there have been some housing problems also. The Planning Application for a car park at Church House has been called in at the request of the Planning Committee. There was an incident in Paddock Road and Cllr Sheldrick has been in contact with the police regarding the matter.


 

Cllr A Bruce gave apologies and left the meeting.


 

Cllr J Fleming

Cllr Fleming reported that the path adjacent to Canterbury Road by Charlesworth Drive is very overgrown, unkempt and partially blocked by scaffolding at Edenfield end. It is not known who is responsible for the clearing of the path. Cllr Hibberd confirmed there is confusion over responsibility between TDC and KCC.

Cllr Fleming also reported a bad fall by a pedestrian crossing Canterbury Road. The pedestrian tripped and fell into the road at the mid road bollard in Canterbury Road opposite Epple Road, emergency services had to be called. The Clerk passed a Highways contact card to Cllr Fleming to give to the family involved and Cllr Hibberd agreed to check if the matter had been reported.

Cllr J Francis

Cllr Francis has also been dealing with complaints about the seaweed. Photos have been taken to support the Planning application by Church House. There is confusion around the next TAPC meeting as no agendas have been received.

Cllr I Bedwell

Cllr Bedwell reported that the pavements in Station Road are uneven and there have been a number of falls. Cllr Bedwell also reported that the disabled toilets at Minnis Bay were locked on Sunday but it is not known why.

Cllr J Worrow

Cllr Worrow had spoken to the beach inspector at Minnis Bay about the seaweed problems and noted some recent improvement. Cllr Worrow commented that he was concerned that the lifeguards are not employed full time. Cllr Worrow had attended the Fairtrade concert and Thanet Pride celebration day.

Cllr D Cooper

Cllr Cooper stated that other Members had covered the main issues. Clr Cooper commented that if seaweed is hazardous, why is not a public health concern?

Cllr J Garland

Cllr Garland commented on why there had not been any consultation on the decision to no longer allow speaking at Planning application site meetings. Cllr Garland also stated that there are a larger number of youths in Station Road between 11pm and 1am and some extra police patrols should be requested. The item to also be raised at the next PACT meeting.

Cllr R Latchford

A written report was read by the Clerk. Noted. There was a query with the Christmas Light switch on date.


 

27.0 COMMITTEE REPORTS

            Finance Committee

The list of payments was circulated and agreed.

PPP Committee

Parks: It was agreed that Cllrs White, Worrow and Cooper meet with Mr Tull from TDC to discuss park concerns. A second quote is needed for the grant for work to the War Memorial.

Projects: Cllr Cooper queried the amount of Members grant now available for the Christmas Lights project as it appears the church is considering flood lighting with the help of a grant.

Publicity: The new Parish Guide has been printed and circulated. There was disappointment expressed at it having to be a joint project with Minster. The next library surgery is to be on September 6th – Cllr Worrow and Cllr Fleming to attend.

            Planning Committee

Cllr Francis referred to the minutes of the last meeting at which a large number of plans were considered.


 

28.0 REPORTS FROM VILLAGE ORGANISATIONS

TAPC- Cllr J Francis

The next meeting is scheduled for July 31st but agendas have not been received.

BRA – Cllr I Bedwell

There is to be a meeting on 30th July.

Neighbourhood Watch – Cllr D Cooper

There has been a number of thefts of zinc, iron and copper from roofs and buildings.

10.0 MINUTES

Minutes of the Annual meeting held 19th May 2008 were agreed and signed by the chairman.

12.0 CHAIRMAN’S ANNOUNCEMENTS

The Chairman reported on an email from TDC stating that ASDA wish to use a green at Minnis Bay to hold their staff party on July 6th.


 

Adjournment for Public Participation

A MOP referred to his letters to BPC regarding the replacement rain shelter at Epple Bay and urged the PC to chase its reinstatement.

Another MOP asked for an update on the parking situation outside the plumbing centre in Albion Road. Cllr Sheldrick and Cllr Bruce both gave a reply, confirming that meetings have taken place with the Police, Highways and KCC Cllr Hibberd on the matter and agreeing that enforcement was a key issue. Unfortunately, parking for loading/unloading is legal for up to 20minutes. The matter continues to be monitored and it is believed that some fixed penalty notices have been issued by Police.

BPC was asked for an update on the proposals for the Recreation Ground. Cllr Garland replied that there is to be a meeting on July 1st.

13.0 REPORT OF DISTRICT COUNCILLORS

Cllr A Bruce

Quex Park issues have taken a considerable amount of Cllr Bruce’ time as well as local planning issues and parking concerns.

Cllr M Sheldrick

Civic duties as Vice Chairman included attending a performance by the Thanet Festival ChoirS which included local school choirs.

A new initiative entitled choice based lettings is to begin July 28th, giving more choice and control to tenants.

Cllr J Roberts

Also attended the Thanet Festival Choir performance and agreed that the school choir performed extremely well. Cllr Roberts had attended Code of Conduct training.

Cllr R Latchford

Written report was read by the Clerk. Noted. Cllr Bruce commented that the China Gateway project had not yet been presented to Planning Committee and the site visit held was unconnected to the Planning application.


 

14.0 KCC COUNCILLOR REPORT

Cllr Hibberd had attended the meeting of the Annual Audit Committee and was pleased to announce that KCC had received a top rating on everything except Social Services, which achieved a very good rating.

Cllr Hibberd confirmed that there is to be no change in the structure of Local Authorities in Kent and there is to be greater involvement between Councils on all levels. A consultation is to take place on the subject and PC’s will be included. It was agreed that BPC support the venture.

Cllr Hibberd announced that Community Grants are now available and a grant for additional Christmas lights may be applied for from Capital Funding.

15.0 CLERKS REPORT

The Clerk presented items of correspondence which included training dates for Councillors Information Day, letter from TDC on future management of allotment sites, and a consultation letter on unsuitable roads for HGV’s. There was also two letters from a MOP regarding the missing rain shelter at Epple Bay.


 

16.0 MEMBERS REPORTS

Cllr M Sheldrick

Cllr Sheldrick had received queries regarding the allowed height of conifer hedges (2m) and the process of gradual lowering. Cllr Sheldrick had also dealt with a rubbish concern which was promptly cleared by the dustmen.

Cllr J Francis

Cllr Francis reported that there had been no further action by EDF regarding faulty streetlights in Hereford Gardens.

Cllr I Bedwell

Cllr Bedwell reported that the pot holes in Wanstall Court had finally been repaired. Cllr Bedwell commented that attention was needed to the Village car parks, clearing of weeds etc.

Cllr J Worrow

Cllr Worrow had received complaints regarding cars parking on the green in Queens Avenue and noted that graffiti continues to plaque Birchington. Cllr Worrow also gave a reminder for the Fairtrade fortnight and music festival.

Cllr D Cooper

Cllr Cooper reported on an incident where a MOP was reprimanded by a Dog Warden for putting dog waste from a garden in a Dog Waste Bin. Cllr Cooper also reported on concerns that in certain roads recycling wheelie bins were not being returned to properties with due care. Cllr Cooper agreed to investigate which roads were particularly affected as it may involve just one crew of dustmen.

Cllr J Garland

Cllr Garland commented that the yacht club is allowed to park on the green at Queens Avenue on certain regatta days. Cllr Garland thanked colleagues for their kind words and cards received during his recent illness. Cllr Garland also thanked the support of Cllr White whilst Vice Chairman as Cllr Garland was not present at the annual meeting.

Cllr R Latchford

A written report was read by the Clerk.


 

17.0 COMMITTEE REPORTS

            Finance Committee

The list of payments was circulated and agreed. There were 9 payments to a total of £2732.54.

PPP Committee

Parks: The quote for work at the War Memorial is still awaited and a grant has been applied for. Cllr White reminded Cllr Worrow that shop keepers need to be asked to water the planters.

Projects: Cllr Cooper has queried the installation costs quoted by Gala Lighting and the existing lights at Dog Acre are to be tested again on July 1st.

Publicity: Information for the Parish Guide had been passed to the Clerk. The cemetery bus continues to run and is well attended.

            Planning Committee

Cllr Francis confirmed that the application for the China Gateway has now been put to Planning with some amendments.


 

18.0 REPORTS FROM VILLAGE ORGANISATIONS

TAPC- Cllr J Francis

The AGM was held and a new chairman appointed. It was proposed that meetings be increased to 6 per year.

BRA – Cllr I Bedwell

Cllr Bedwell was unable to attend the last meeting.

The Centre – Cllr J Garland

The AGM was held with Committee remaining the same.

Neighbourhood Watch – Cllr D Cooper

Also attended the Centre AGM on behalf of NW.

Twinning – Cllr B White

Representatives from France are to attend a lunch on September 27th.

TRRG – Cllr B White

Meeting to be held July 1st.

Parochial Church Council – Cllr J Francis

Cllr Francis was unable to attend the last meeting.

held on 12th May 2008

128.0 MINUTES

The minutes of the last Parish Assembly meeting held on 30th April 2007 were agreed and signed by the Chairman.


 

  1. GUEST SPEAKER – Tammy Stuart Jones – Chairman Thanet Fairtrade.

The Chairman welcomed Tammy and thanked her for stepping in at the last minute as a guest speaker. Ms Stuart Jones gave a summary of her background and experience and how she came to be involved in Fair Trade. She was a member of the Fair Trade Foundation Board and has promoted Fair Trade throughout the UK. As Chairman of the Thanet Steering Group, Tammy is now concentrating on making Thanet a Fair Trade island, and has the support of Thanet District Council. Ms Stuart Jones outlined the objectives of Fair Trade and explained how it worked, helping farmers get a fair price, fair conditions and a fair income. Banana growers were given as an example and how Fair Trade has helped them establish improved living conditions including better schools.

Thanet now has an annual Fair Trade Fortnight promoting its’ merits and next years Fortnight will be held 23rd February to 8th March. Ideas are being collated to make the Fortnight a success with numerous promotions being considered and a concert is to be held in July this year to further promote Fair Trade.

The Parish Council agreed to support the Fair Trade initiative and thanked Ms Stuart Jones for her enlightening talk.

130.0 CHAIRMAN’S REPORT

The Chairman read the Parish Council Annual Report which has been printed in Newsletter form and distributed throughout the Village.


 

  1. DISTRICT COUNCILLORS REPORTS

Cllr. Jo Roberts

Cllr Roberts said that the year had been busy but enjoyable, with the Remembrance Service a particularly moving experience and the Christmas festivities another highlight. Cllr Roberts was pleased her Member Grant had helped towards the Christmas lights. Workload has included planning issues and the parking congestion at the Primary School which is an ongoing concern involving Cllr Roberts, KCC Cllr Hibberd and Highways. Cllr Roberts and Cllr Sheldrick are in touch with the nursery school helping with their problems and thanks to the use of the Parish Office a charity coffee morning was held. Cllr Roberts concluded her report with a summary of the Committees and Working Parties she is involved with as District Councillor.

Cllr. Margaret Sheldrick

Cllr Sheldrick began by outlining her role as Vice Chairman of Thanet Council and the civic duties attended. Cllr Sheldrick gave praise to the volunteer sector for their dedication and hard work fund raising and helping others.

Licensing has also played a major role during the year and explained the new pricing structure and abolition of zones for hackney carriages and drivers. Licensing has also had to revoke several liquor licenses, not always with the support of magistrates. Cllr Sheldrick praised her fellow Board members and Officers for their hard work and dedication. Underage drinking continues to be a challenge for Licensing.

Cllr Sheldrick has also served on the Constitutional Reform committee and the Thanet Community Voluntary Forum and is a trustee for the Citizens Advice Bureau.

Cllr Alistair Bruce

Cllr Bruce has been involved in several local issues including the Tappington Court parking issues which appears to need KCC resolution. Cllr Bruce has enjoyed his first year and praised his co-workers for their support. He also appreciated attending a public surgery with Roger Gale MP but was shocked at the plight of local residents. Cllr Bruce has also been involved in the Shoreline Management Plan Project looking at the effect of sea levels etc. and future flooding concerns. Planning has had to consider several large projects effecting Thanet and ultimately Birchington and Cllr Bruce hopes these will be completed to everyone’s satisfaction.

Cllr Roger Latchford

Cllr Latchford gave thanks for being re-elected and made Deputy Leader of Thanet Council and Cabinet Member for Culture. Regeneration is within Cllr Latchford’ portfolio and includes the China Gateway project, Turner Contemporary, Rendezvous development, Pleasurama Site in Ramsgate and Dreamland. The London Array project is currently on hold due to a sponsor pulling out. Cllr Latchford gave more detailed information on the China Gateway plans.

Cllr Latchford gave thanks to the Parish Council for allowing a Parish Court, for which three girls have been selected to represent the Village.

Anti Social Behaviour particularly graffiti continues to cause problems but by working closely with the police, several people have appeared in Court. The closure of the Minnis Bay Post Office was another disappointing decision but plans are in place to keep some services going.

The Christmas festivities were a great success with the help of Member Grants allowing the purchase of Christmas lights, trader’s donations for festivities and the Parish Council purchase of lights for the tree in Dog Acre. It is hoped additional lights can be purchased for this year and a repeat of similar festivities held in the Village.

Cllr Latchford concluded his report by giving thanks to his fellow Councillors and the Parish Clerk.


 

  1. KCC COUNCILLOR REPORT

KCC Cllr Charles Hibberd began his report with financial data and with the news that the Council has retained its four star authority status following Audit Commission examination. All surplus funds have been directed into Highways with a purge on potholes being a priority.

Future concerns about flooding are being considered with the coast and river Stour identified. Government grants will be applied for to enable flood defences.

European lorries using Kent roads is another priority, including operation stack and it is hoped tax increments could help with Kent road maintenance.

Care for the elderly is another KCC concern with more Government money needed for resources.

The Local Government and Public Health Act dictate the need for public consultation which is ongoing throughout Kent, including on a proposal to build a new large GP practice in Thanet. The County now has a Director of Primary Health.


 

  1. COMMUNITY WARDEN REPORT

Mr Liam Doogan summed up his main priorities as being: teenagers, dogs and dog mess, drug use, rogue traders and support to the young to reduce the risk of offending. Mr Doogan then took each subject in turn and gave an update. He commented that ASB in the Square from teenagers has reduced for a number of reasons including the use of CCTV but there have been a number of fights outside the pubs. There have been a number of problems with noisy and potentially vicious dog and the dog mess situation has not improved but got worse in some areas. There has been one drug raid in the Village during the year. Public awareness needs to continue alerting people of rogue traders, particularly those that operate door to door and publicity needs to be raised on this issue. Mr Doogan also has close associations with the schools and youth organisations such as Beavers, giving support.

Other main items during the year have included the purchase of purse alarms. Crime remains a priority and increased uniform presence makes a large difference. Community welfare is another task undertaken, and Wardens help support Social Services and Kent Fire & Rescue. Graffiti continues to be a challenge.

Mr Doogan gave thanks to Council and KCC Cllr Hibberd for their support.


 

  1. POLICE REPORT

PC Tim Weston stated most areas had been covered by Mr Doogan but expanded on some points. He reported that there had been two serious assaults in the Village during the year and one offender is in prison as a result. Shopsafe continues to operate with some success. PC Weston announced that he is to move to a different area and introduced PC Simon Rolfe who will be taking over in the Village. PC Rolfe introduced himself and Council welcomed him.

Cllr Latchford proposed a vote of thanks to PC Weston for his outstanding work and was given well wishes for the future.


 

135.0 PUBLIC DISCUSSION

Parking at Minnis Bay was raised and a request was made for more disabled parking spaces. Cllr Latchford agreed to pass the request to TDC.

Congestion on the Promenade was also raised due to the placing of new beach huts and concerns with cyclists.

A member of public gave thanks to Tammy Stuart Jones for her talk which was ‘educational’. Support was also expressed to Cllr Latchford for his work done in halting graffiti and subsequent arrests.


 

The Chairman thanked Tammy and the public for attending and thanked fellow Councillors.

ELECTION OF CHAIRMAN

Cllr. Brian White was proposed by Cllr. Latchford and 2nd by Cllr. Sheldrick. Cllr. White stated he was willing to stand. There were no other nominations and Cllr. White accepted the position. Agreed.

The Chairman signed a Declaration of Acceptance to Office as Chairman which was witnessed and signed by the Clerk.

ELECTION OF VICE-CHAIRMAN

Cllr. John Garland was proposed by Cllr. Bedwell and 2nd by Cllr. Worrow. There were no other nominations. It was agreed Cllr Garland be Vice Chairman on confirmation of his willingness to accept the position.

ACCOUNTS 2007/08

The Balance sheet was circulated to all Members. Cllr Francis objected to the Statement of Accounts being completed without prior sight of the Income & Expenditure accounts.

Cllr Sheldrick proposed that the Balance Sheet be accepted as presented with full accounts to be agreed at next Finance meeting. Agreed.

The completion of the Statement of Accounts was deferred to next Finance meeting.

URGENT BUSINESS & OTHER MATTERS

The list of items needing payment for May was circulated and agreed. There were 9 items to a total of £2260.65. Income received totalled £16,262.12 and included first Precept payment, floral grant, Members grant for Parish Court costs and an Inland Revenue repayment.

There were two items of correspondence read to Council – a letter from a resident concerned with a foreshore issue and notice of grants available for Parish Plans and community projects. The Clerk reminded Members of the need to attend Code of Conduct training.

8.0 ADJOURNMENT FOR PUBLIC DISCUSSION

A member of public raised concerns over cyclists sharing amenity areas at Minnis Bay and suggested signs should be placed advising cyclists to beware of pedestrians. Cllr Cooper replied that the cycle path was for cyclists and pedestrians should not cross into this area. Cllr Latchford confirmed that the track was part of the Viking Cycle Trail.

The member of public also raised the beach hut issue and asked if the new huts would be permanent. Cllr Latchford confirmed that they had been placed by Thanet Leisureforce and not TDC and that they were to be seasonal. Cllr Latchford also confirmed that there were no plans for parking charges along the Promenade and that a white line is to be painted continuing the cycle track in front of the beach huts.

110.0   CHAIRMAN’S ANNOUNCEMENTS

The Chairman had attended a meeting to discuss the Recreation Ground at which it was agreed that TDC be approached for advice on replacing the current pavilion along with a small staff parking area.  Residents would be consulted before any formal plans are submitted.  The Chairman also attended the opening of the new sports hall at KES.

An email has been received from a voluntary organisation renovating a 2CV car which has historic association with BPC and our twinned town of La Chappelle.  The group hope to drive the car from Birchington to La Chappelle once it is finished.

An email has also been received from a Parish Councillor based in Cambridge asking for support on a petition to the Government to cut bureaucracy within Parish Councils.

111.0   REPORT OF DISTRICT COUNCILLORS

            Cllr Garland suggested that Cllr Bruce be invited to speak on coastline proposals.  Agreed.

Cllr R Latchford

Cllr Latchford confirmed that the 16 Christmas lights, including the installation and storage costs have been paid for from the five District Councillors grants.

Cllr Latchford also confirmed that there is to be no further right of appeal against the closure of Minnis Bay Post Office.

Planning for the Margate Big Event is underway with exciting air displays planned.

An outline planning application is to be submitted to TDC on phase 1 of the China Gateway project and a further visit to China on April 5th hopes to confirm the china requirements with the Chinese Government.

The de-duelling of Fort Hill and start of Turner Contempory construction is due to start in April. 

Cllr M Sheldrick

A report was read by the Clerk which included updates on licensing issues and details of a scheme for people with communication difficulties to report crime.  Cllr Sheldrick had also attended the Planning Thanet’s Future seminar and the Thanet Senior Citizens Forum AGM. 

As Vice Chairman Cllr Sheldrick took part in the World Women’s Day of Prayer and the Thanet Scouts Gang Show at the Theatre Royal. 

 

112.0   KCC COUNCILLOR REPORT

            Cllr Hibberd was unable to attend due to illness.

 

113.0   CLERKS REPORT

The Clerk presented items of correspondence which included reply from Highways confirming repairs to be made to the footway in Spencer Road, reply from Quex Park regarding ownership problems with the ‘cut through’ from Brunswick Road and Park Lane, general plea from Highways to report potholes and a letter from Mr La Roche regarding the replacement of a wind shelter with a bench.  Cllr Latchford addressed this issue and stated that the bench was only a suggestion and that the Insurance Company had now agreed to replace the shelter.  This has been confirmed to Mr la Roche by telephone but it was agreed that the Clerk confirm the matter in writing.

The Clerk also drew Members attention to proposed changes in planning decision making when Members go against Officers recommendations.  Information to be given to members of Planning Committee.  A list of provisional training dates was also circulated.

 

114.0   MEMBERS REPORTS

Cllr J Worrow

Cllr Worrow commented on recent press scaremongering regarding flooding an area of land between Reculver and Minnis Bay.  He welcomed the invitation of Cllr Bruce to talk on the subject and end the speculation.  Cllr Worrow also reported two recent road accidents at Dane Road junction.  The Clerk confirmed that Highways had already been contacted re the need for better road markings.  Cllr Worrow confirmed that he would be attending the next KIACC meeting to be held April 29th – Cllr Worrow read a statement clarifying his position on airport matters and his support for KIACC.

Cllr J Fleming

The problem previously reported regarding car sales from a residential home in Canterbury Road has eased but continues.

Cllr J Francis

Cllr Francis has dealt with queries on Green Waste collection and requested more leaflets on the subject to give to confused residents.

Cllr I Bedwell

Cllr Bedwell stated that the potholes at Wanstall Court are still there and the pavement in Albion Road car park needs attention.  The library is displaying an out of date Councillor list.

Cllr R Latchford

Cllr Latchford confirmed the re-scheduled date for KIACC and welcomed Cllr Worrows support.  There has been a request for a light to be placed in the centre of the railway bridge.  ASB has worsened of late with a spate of criminal damage carried out through the Village – Police are investigating.  TDC Enforcement has found no evidence of car sales being carried out illegally in Canterbury Road but will continue assessing the situation.  There is to be a charity fashion show on March 29th in aid of the Hospice and Cllr Latchford urged support for the 70’s Extravaganza which is in aid of the Cancer Care Appeal.

Cllr Latchford gave an update on the proposal for a Parish Court.  Insurance quotes have been received and chaperones have been identified.  A judging panel of 2 ladies and a man would be needed and the event advertised.  Other costs are estimated at about £500 to include dresses and sashes. A list of events at which the Court could represent the Village was given. Cllr Latchford proposed that the Parish Council agree to a Parish Court.  There were no objections.

Cllr D Cooper

CCTV has been used to help with two incidents.  The Chairman and Cllr Cooper continue to meet with representatives of Acol PC to discuss traffic concerns including congestion at The Square.

Cllr B White

Cllr White urged the need to chase for replanting of trees on land by Neame Road.  Rubbish along the railway is dreadful – Cllr Latchford confirmed that the matter is in hand.  There has been damage to a wind shelter at The Parade.  The directional sign at The Square is still damaged.

 

115.0   COMMITTEE REPORTS

            Finance Committee

The list of payments was circulated and agreed. There were 12 payments totalling £3,626.64 including 2008/09 organisation subscriptions.  A payment of £50 was added for the March Cemetery Bus.

115.1    The Chairman asked Members to consider continued funding of the Youth Worker.  It was agreed that £2,500 be given for the March – September period provided quarterly feedback is given from the organisers.

PPP Committee

Parks:  There has been no progress on problems in the parks.  The Peter Francis Memorial ground has also now suffered from graffiti damage.  The spring planting of the planters needs to be ordered.

Projects:  Discussions on the provision of an additional CCTV camera continue and a quote is awaited.

Publicity:  Cllr Bedwell distributed the Birchington Guide at a recent BRA meeting and suggested Members may wish to attend future coffee mornings.

            Planning Committee

There have been 5 new plans received so far for Committee consideration including plans for an additional flat at the old Jenners site.  Cllr Francis read the TDC report on the flooding issue.

100.0   CHAIRMAN’S ANNOUNCEMENTS

The Chairman reported on a road accident in Dane Road which had led to Highways being asked to review the road markings in the area.

The Chairman and Cllr Sheldrick have been invited to the opening of the new sports facilities in KES and a presentation of plans for the development of other buildings at the school.  All are welcome.

 

Adjournment for Public Participation

A MOP requested copies of the Birchington Guide.  The Chairman agreed to drop some off at the gentleman’s house.  Another MOP distributed photographs of rubbish left around the Station Approach area.  Cllr Cohen stated that Albion Road car park was another area for concern with recycling bins not emptied often enough.  Cllr Hibberd responded to the MOP that the land in question was owned and managed by Network Rail and had been an ongoing problem. Cllr Latchford agreed to pass the information on within TDC.  There was an exchange of words between Cllr Cohen and Cllr Latchford for which Cllr Cohen refused the Chairman’s request to apologise.  The PC was asked if it new of rumours that Tesco were looking for land in the Village.  No one was aware of such plans and it was thought that there was no suitable land available in the vicinity or mention in the Local Plan.

Cllr Francis was given permission to speak.  She stated that as the longest serving Parish Councillor she had never experienced such animosity and back biting within the PC and was fed up with it.  It was occurring both within meetings and in newspapers.  She urged all Members to pull together and work as a team.  Cllr Bedwell agreed with Cllr Francis sentiments and claimed the meetings were a misery to attend.  Cllr Garland resumed the meeting.

101.0   REPORT OF DISTRICT COUNCILLORS

Cllr M Sheldrick

Planning concerns have been raised by residents including the proposal for 4 Willborough Road.  Enforcement is to now take action on the poor condition of the closed shop at Minnis Bay as correspondence with the owner has failed to achieve results.

There have been a number of problems within TDC tenanted properties including heating troubles and mould and mildew.  All have been or are being addressed.

Licensing has seen a license returned by magistrates to a person convicted of selling alcohol to under age children, much to Cllr Sheldricks dismay.

The Voluntary Forum working party is to hold a funding event on March 4th to other voluntary groups.

Cllr Sheldrick has also attended meetings with other Councillors and Postwatch and as a member of the TDC Constitutional Reform Committee has met to discuss reforms to the Planning Committee.

Cllr R Latchford

Cllr Latchford confirmed that the Turner Contemporary gallery is to go ahead and should be completed by 2010.  The TDC Budget has also been agreed and the China proposals given with a re-visit agreed for late March.  Dredging off the foreshores is to go out to contract by the end of week.

 

102.0   KCC COUNCILLOR REPORT

KCC Cllr Hibberd reported that the Council Tax rates had been finalised after much debate.

Cllr Hibberd has been in dialogue with Highways regarding improvements to the A28 between Sarre and Margate and a consultant has been appointed.  The recommendations will be known after April and will go out to consultation.  Signage, congestion and safety will al be considered in the review.  Cllr Hibberd confirmed that the traffic concerns in Acol were a separate issue.  Cllr Cohen commented on the pollution monitoring and the urgent need to divert through traffic away from Birchington.  Cllr Hibberd agreed to include the matter as part of the exercise and stated that Satellite Navigation systems used by foreign lorries were causing problems as they directed drivers through Birchington.

A quarterly review of Thanet schools has been held and KES has improved to be one of the best in Thanet and has applied for Foundation Status.

 

103.0   CLERKS REPORT

The Clerk presented items of correspondence which included invitations to attend training sessions, the Conservation Area Advisory Group initial meeting, and Planning for the future of Thanet conference.  The Clerk had also received notification that the Internal Auditor and the Office Cleaner were to resign at the end of March and correspondence from Highways regarding drop kerbs at Alpha Cars.   

 

104.0   MEMBERS REPORTS

Cllr J Cohen

Cllr Cohen reported that an out of order street light by the railway was now working again.  There was no further news on the problem parking in Canterbury Road adjacent to the Smugglers.  Cllr Hibberd responded that he had made enquiries and found that the matter is the responsibility of TDC.  There is to be a higher police presence in the area to help with enforcement.

Cllr J Fleming

KCC, Trading Standards and TDC had been contacted in connection with a possible car sales and repairs business being operated from a dwelling in Canterbury Road.  TDC can investigate under the Clean Neighbourhood Act.

Cllr J Worrow

Cllr Worrow gave apologies on behalf of Mr La Roche who was unable to attend tonight and distributed leaflets on a charity talent show being organised by Mr La Roche.

Cllr J Francis

Cllr Francis commented on the poor state of the roads in Hereford Gardens and surrounding roads with holes being repaired but recurring in a short space of time.  Cllr Hibberd agreed to look at the area and commented that the roads were not designed for today’s volume of traffic.

Cllr I Bedwell

Cllr Bedwell reported 3 pot holes by Wanstall Court, one of which is very deep and fills with rain water.

Cllr D Cooper

Dog mess notices given out at the last meeting have been put in the notice boards and library.

Cllr M Sheldrick

Cllr Sheldrick and Cllr Latchford have been in correspondence with traders regarding proposed parking charge increases.  A 15 minute cheap grace period is to be considered for Station Road within the parking review to help with customers who just need a quick visit.  Cllr Sheldrick continues to receive reports on litter, graffiti and ASB and reminded all of the importance to report instances so that policing levels etc. remain.  Cllr Sheldrick and Cllr Roberts are liaising with the nursery school on their renting problems from the Scout Hut.  There is to be a new disabled parking bay installed in Epple Bay Road and two are to be removed from Yew Tree Gardens as they are no longer needed.

Cllr R Latchford

St Mildred’s Avenue is to have trees replaced by KCC.  A development in Hengist Road has been put under enforcement to complete the building as per approved planning application.  The owner of 1 Leslie Road has lodged an appeal on his refused planning application.  The Post Office battle continues with meetings held with Postwatch.  Minnis Bay businesses have confirmed that the closure has affected their level of business.  Dog bins are to be placed in Minnis Bay and Dog Acre.  Cllr Latchford confirmed that there is £117.14 remaining in the Christmas festivities fund and will be carried forward.  The problem parking on verges reported by Cllr Fleming last month have been passed to enforcement and are being monitored.  A meeting is to be held to discuss the recent violent attack on a person by a persistent offender.  Costs for damages are being sought from 8 convicted graffiti criminals.  TDC is underwriting £200 to the talent contest mentioned by Cllr Worrow.

Cllr B White

Cllr White (and the Clerk) received a letter from a resident concerned with vehicles using a cut through from Brunswick Road and Park Lane causing a danger to pedestrians.  It is thought that the land is owned by Quex Park – Clerk to write.  There is graffiti in the alleyway between Cunningham Crescent and Minnis Bay Road.

 

105.0   COMMITTEE REPORTS

            Finance Committee

The list of payments was circulated and agreed. There were 10 payments totalling £9,043.52 and included £2,500 for the youth worker until end March 2008 and £3,779.23 for May 2007 election costs.  

The Chairman asked Members to consider continued funding of the Youth Worker for decision next meeting.

PPP Committee

Parks:  Problems in the parks continue.  The clerk to write and chase urgent action.

Projects:  A meeting is to be held March 7th with Acol PC to further discuss traffic issues.

Publicity:  Cllr Bedwell had attended the Silver Band concert and reported that they would be willing to hold a summer concert is a venue could be found.  They are now ‘housed’ in KES.

Applications considered at the last meeting were detailed by Cllr Francis.

The next meeting is to be held 27th March, with a race night on 18th April and the AGM on May 29th.

TRRG – Cllr J Garland

The next meeting is to be held February 26th.

Parochial Church Council – Cllr J Francis

A meeting was held on February 19th but had been unable to attend.  Some new equipment had been purchased and the Youth Club is considering hiring equipment to other groups for parties etc.

Cllr Sheldrick reported on Woman’s World Day of Prayer on March 7th with 3 services being held in Thanet during the day including the last to be held at Minnis Bay United Reform Church.

88.0     MINUTES

Minutes of the meeting held 17th December 2007 were amended, agreed and signed by the chairman.

Matters arising:  The Chairman raised the subject of an email sent by Cllr Worrow to Cllr Garland.  Cllr Worrow objected to the email being read to Council and Cllr Garland stated he would circulate the email to Members after the meeting.  Cllr Worrow suggested he was being provoked.

90.0     CHAIRMAN’S ANNOUNCEMENTS

The Chairman suggested that the PC invite Paul Twyman, Chairman of the Kent International Airport Consultative Committee to a future meeting.  Cllr Francis suggested another speaker if Mr Twyman could not attend.

The Chairman reported on the successful Christmas festivities held in Birchington and stated that some attendees had queried differing car park charges in the Village.  It was suggested that the Clerk write to TDC for a parking rationale.  Cllr Cohen commented on the cost of car parking in the Village compared to free parking at Westwood and Cllr Francis stated that parking was now more difficult at off peak times due to supermarket late opening.  Cllr Latchford explained the ‘free’ parking scheme at Westwood which is covered by the traders.

The Chairman announced the death of the PC Office landlord and that his son was now managing the estate.

There had been a request from Acol PC for a bypass to the Village.  This had first been raised in 1936 along similar lines to the recent request.

A MOP asked if there had been any progress over transfer of assets from TDC to BPC.  The Chairman replied that he had received a letter from TDC asking the PC to identify assets that might be taken into PC care.  Council was asked if it was aware of a sign near Manston Airport making comments about TDC.  Cllr Latchford replied that action could not be taken in this instance.  A MOP identified the location of a rain shelter near the slipway at Epple Bay that had blown down and asked if it was to be replaced.  The Chairman agreed to report the problem.  The increase in dog mess was also mentioned and Cllr Latchford replied that prosecutions had increased substantially.  Cllr Cooper reported a missing dog mess bin which was causing a problem in Minnis Bay car park.  The charging for the removal of green waste was also discussed as well as problem parking and CCTV signage.

91.0     REPORT OF DISTRICT COUNCILLORS

Cllr R Latchford

Cllr Latchford reported on his recent visit to China and was encouraged by the endorsement of Thanet projects by KCC and the Government on a cross-party basis and was encouraged by the Prime Ministers recent initiatives. The resulting opportunities for employment and regeneration would benefit people of Birchington at no cost to the tax payer.

Cllr Latchford also reported on a successful police operation to arrest 8 graffiti vandals.  Over £100,000 of damage has been documented and identified against those arrested.  Praise was given to the work of PC Tim Weston and the Wardens for their perseverance.

There are several events planned for Thanet including the World Water Ski Championships to be held in Ramsgate in July (a week long event), an airshow in Margate in June and a 70’s extravaganza organised by the Rotary Club in July to raise money for the Cancer Care Unit at QEQM.  The Quex Prom will return in 2009 and be a bi-annual event.

Cllr M Sheldrick

Cllr Cooper read a report from Cllr Sheldrick.  Cllr Sheldrick had attended the Blessing of the Sea ceremony, had attended a meeting with members of the Greek Orthodox Church and dealt with various licensing issues.  Close work had been progressed with Cllr Latchford and Roger Gale MP regarding the closure of Minnis Bay Post Office.  KCC Cllr Hibberd and Cllr Bruce were assisting with parking on pavement issues and a health & safety problem regarding pigeon infestation in a resident’s roof had been dealt with assisted by Cllr Bruce.

 

92.0     KCC COUNCILLOR REPORT

KCC Cllr Hibberd reported on the setting of the Council Tax rates for 2008, with a 3.9% increase on last year.  Services would not be cut and targets will be tight but achievable.

The Joint Transportation Consultative Board will start up again shortly allowing people a chance to have their say.  Cllr Hibberd commented on the traffic problems in Acol and other roads being used as shortcuts by motorists.  The poor state of roads generally was also discussed.

The cost of Kent TV was mentioned by Cllr Cooper and Cllr Worrow concurred that the service was costing council tax payers dearly. Cllr Hibberd replied that it should be self funding by 2010 and felt that it was a valued service.

 

93.0     CLERKS REPORT

Mr Redfern presented a list of items of correspondence provided by Mrs Coleman in her absence.  

 

94.0     MEMBERS REPORTS

Cllr J Cohen

Cllr Cohen reported his concerns on the longer licensing hours and the diminishment of police resources between 1 and 2 in the morning.  Cllr Garland commented that the PC has always been against extended hours but problems appeared to be less intense in Birchington due to the spread of closing times.

Cllr J Worrow

Cllr Worrow raised concerns with problems in the area caused by over-development by TDC.  The Chairman replied that development was driven by central Government and the PC had been successful in opposing several large developments in the past year.

Cllr J Fleming

Cllr Fleming reported a problem with grass verges being destroyed outside 111 Canterbury Road due to cars driving over them.  Cllr Fleming had reported a car sales business operating from 86 Canterbury Road and Cllr Latchford confirmed that it was an enforcement issue.   Cllr Fleming also stated that residents were concerned following a rumour that the Westgate Pavilion would be closing.  Cllr Latchford replied that this was not a BPC issue but a meeting was to be arranged within TDC to discuss the matter.

Cllr Francis passed on compliments on the organisation of a road race by the cliffs and praise was directed at the beach café that provided refreshments for the occasion.  Cllr Francis also noted a permanent crack in the road outside the Council office that needed a permanent solution.

Cllr I Bedwell

Cllr Bedwell reported a large hole in the road by Wantsum Court.

Cllr D Cooper

Neighbourhood Watch had distributed an information leaflet to all residents on the roles of the police and Wardens with contact details.   Cllr Cooper reported that an unauthorised advertisement board in the garden of a resident in Cliffe Road had been removed.  Identity fraud was also discussed including concern over wheelie bins being raided to gain personal information.

Cllr R Latchford

Cllr Latchford referred to the closure of the Minnis Bay post office and that Roger Gale MP and TDC had appealed to Post Watch over the closure and requested a site visit.  Should the Post Office remain closed an alternative system is being considered involving a major bank and the Post Master. 

Trees are to be re-planted the length of St Mildreds Avenue in February as a result of complaints regarding tree removal by KCC.

Cllr Latchford reported on a number of planning issues which continue to cause concern and confirmed that the Hengist Road development will be subject to a site visit.  It is also thought that planning permission is to be sought for a single dwelling on the La Falaise site.

The provision of parking restrictions outside Bierce Court is to be discussed by the newly reformed Joint Transportation Board.

The problems with premises for the Silver Band appear to have been resolved with KES offering a base.  It is not yet known what the Crispe Charity plans are now for the Band Hut. 

Cllr B White

Cllr White highlighted a problem with the exit from the car park at the rear of the United Services Club in having two blind spots for cars emerging into the path of pedestrians.  Cllr Garland observed that the problem may increase following the request for a karate club in the area.

 

95.0     COMMITTEE REPORTS

            Finance Committee

The list of payments was circulated and agreed. There were 10 payments totalling £1,551.62.

The precept requirement of £30,058 needs to be amended to £30,178 at the request of TDC.   Agreed.

PPP Committee

Parks:  Crispe Park is being cleared of rubbish and graffiti. The Recreation Ground is in good shape overall.  Five planters in Station Road have had plants stolen from them.  The War Memorial needs a clean.

Projects:  Cllr Cooper commented on how good the Christmas lights had looked.

Publicity:  No matters reported.

            Planning Committee

Current plans under consideration include a shops change of use to a karate club, an extension to a nursing home in Beach Avenue, and the Waves development in Hengist Road.

 

96.0     REPORTS FROM VILLAGE ORGANISATIONS

BRA – Cllr I Bedwell

80 people had attended a recent meeting and a successful coffee morning had also been held.

Heritage Trust – Cllr I Bedwell

A wine & wisdom evening had raised £250.

KIACC – Cllr J Cohen

Noted the lack of information between Manston Airport and BPC.  The airport has promised to produce a solution to the concerns of monitoring and controls.  A recent public meeting was well attended but concern was expressed that Infratil had not produced a business plan.  Cllr Latchford replied that a business plan would be released soon and there had been an increase in cargo and training flights. 

Parochial Church Council – Cllr J Francis

A meeting had been held and a successful Christmas Lunch was provided by Ellington School.  There is to be a free flower festival on 5th to 7th June.

 

97.0     OTHER MATTERS ARISING

Cllr Bedwell suggested a bus service for the residents of Spurgeons to assist them with shopping in Birchington, a problem now more acute following the closure of Minnis Bay Post Office.
