Minutes of the meeting held 26th July 2010

19.0 MINUTES
Minutes of the Annual meeting held 28th June 2010 were agreed and signed by the Chairman.
20.0 DECLARATIONS OF INTEREST: None.
21.0 CHAIRMAN’S ANNOUNCEMENTS
Cllr White had attended the PACT meeting, the Scouts function at the Primary school and the Battle of Britain celebrations.
21.1 Motion by the Chairman for the use of the title Councillor only to be used on official Parish Council business. The motion was seconded by Cllr Garland and discussed with Cllr Sheldrick speaking against the motion. A vote was taken: the motion was carried 4 for 2 against. Agreed.
A member of public wished to ask Council several questions relating to the Minnis Bay Live Event. There were numerous other comments made by members of public about the Event. The Chairman stated that as Cllr Worrow was not present and the Event was not in any way connected to the Parish Council, the questions should be addressed to Cllr Worrow direct. The discussion went on to the matter of TDC not consulting with Parish Councils over Event Licence applications and the Clerk was asked to write to TDC and request that this be changed.
A member of public raised the issue of road safety at the railway bridge, and another reported several overgrown hedges blocking pavements. Noted.

22.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick had attended several events including the Battle of Britain commemoration, during which a wreath was laid at every Kent airport. Cllr Sheldrick opened the Minnis Bay Live Event and enjoyed the school choir and Sinatra tribute. Cllr Sheldrick had also attended an emotional Citizenship ceremony.
Cllr J Roberts
Cllr Roberts attended the PACT meeting at which the Albion Road problem parking was raised again. Cllr Roberts has visited several apartment and flat developments in her Planning role, visited Luton Airport as a member of the Manston Airport Working Party, and attended the Minnis Bay Live Event which she very much enjoyed. Cllr Roberts is to attend a Buckingham Palace Garden Party.
Cllr R Latchford
Cllr Latchford reported that dredging at Ramsgate continues as well as maintenance. The Vattenfall wind farm is now complete and operational, London Array have started work on their offices and maintenance facilities.
Cllr Latchford had met with the new MD of Manston Airport and discussed night flying quotas. The flights to Edinburgh are proving successful, and Thanet is being promoted in Scotland.
A regeneration visit and presentation has been given to KCC drawing attention to local industry and business sites in Thanet.
Cllr A Bruce
The Clerk read a written report from Cllr Bruce. Noted.
23.0 KCC COUNCILLOR REPORT
Cllr Hibberd reported that Social Services’ emphasis on the care of the elderly is that they should remain in their own homes with funding help from Social Services. A consultation is to begin soon on the future of Social Services.
The Standards Committee has studied Community Funding and concluded that the majority of the funds is spent on local projects.
A new procedure has been put in place for the receipt of petitions, ensuring that all petitions are dealt with in the same way.
Cllr Hibberd stated that he is aware of road safety concerns at the Railway Bridge but there is no easy solution. Pedestrian crossing points and parking restrictions are being looked at as part of the same problem, and would raise the matter again with Highways.
24.0 CLERKS REPORT
The Clerk gave details of correspondence received which included a request for financial assistance from the Bowls Club and information regarding the 2011 Census.
25.0 MEMBERS REPORTS
Cllr M Sheldrick
There is a drain problem at Yew Tree Gardens and complaints have been received regarding the disruption and lengthy gas works currently being undertaken in the Village.
Cllr J Fleming
Cllr Fleming attended the Minnis Bay Live Event and ran a stall for an animal charity. Cllr Fleming congratulated the organisers of the event.
Cllr J Garland
Cllr Garland stated that he had been concerned about anti-social behaviour at the Minnis Bay Live Event as it had been publicised on a social website. Cllr Garland queried who had supplied a static CCTV camera temporarily at the telephone boxes in the Square (several years ago) and if we could get it back. Cllr Garland had visited St Marys Lodge regarding complaints about pedestrian safety in Lyell Road, but the residents had been un-willing to meet with him. However a resident is liaising with Cllr Hibberd on the matter.
Cllr Garland presented a draft letter regarding decreasing Policing levels in Birchington along with the rise of Police Tax, and asked Council to approve that it be sent. Agreed.
Cllr R Latchford
Cllr Latchford attended the PACT meeting and met with the Police to discuss policing levels. He was assured that Birchington will continue to have police cover although it may not be with an allocated policeman. Police issues are all under review with the change of Government and Economic climate.
The Summer Event is organised and programmes were distributed. Money raised at the event will be put towards the Christmas Event and Christmas lights, but also the new project of providing up-lighters for All Saints Church spire.
Cllr Latchford pledged his support for the Minnis Bay Residents and Traders meeting and would be attending. He agreed to raise the issue of Parish Council consultation with the Events Committee and TDC.
Cllr Latchford reported that people have been seen camping on the cliff top adjacent to Daryngton Avenue.
Cllr D Cooper
Cllr Cooper reported that there has been a resurgence of anti-social behaviour particularly in Minnis Bay, which the Wardens are aware of and are monitoring the situation. Cllr Cooper had also received complaints about the disruption caused by the gas works, and queried if the road re-surfacing in Albion Road would also include the pavements.
26.0 COMMITTEE REPORTS
Finance Committee
The list of payments was circulated and agreed. There were 13 payments totalling £2,1950.99 including a £250 donation to the Scouts Group. Agreed.
Parks: There were no matters to report.
Projects: The CCTV system at the Seaview is still operational despite the refurbishment works. A meeting has been arranged with a supplier regarding replacing the defective Christmas lights and the manufacturer of the Village sign has been contacted regarding its refurbishment.
Publicity: There were no matters to report.
Planning Committee
Applications for 24 Manor Drive and 65 Ingoldsby Road had been objected to and ‘called in’ to TDC Planning Committee. Cllr Latchford stated that an amendment to the Quex Park application shows construction traffic will access the site from Manston Road. Cllr Francis gave congratulations to Cllr Roberts on being made Vice Chairman of TDC Planning Committee.

Policing levels and anti-social behaviour were discussed at a recent meeting.

9.0 MINUTES
Minutes of the Annual meeting held 17th May 2010 were agreed and signed by the Chairman.

11.0 CHAIRMAN’S ANNOUNCEMENTS
Cllr White had no matters to report.
A member of public asked for an update of the offer of a bandstand. The Chairman replied that the Parish Council had declined the offer.

12.0 REPORT OF DISTRICT COUNCILLORS
Cllr J Roberts
Cllr Roberts has dealt with several Planning issues including a new one raised today at BPC Planning Committee – the PC to view the site and report back to Cllr Roberts if action is required. Cllr Roberts attended the Veteran Day flag raising and had been on several Member training days covering various issues including Joint Working and Budget cutbacks.
Cllr R Latchford
Cllr Latchford reported that all the turbines at the Thanet Windfarm are now in place and generating electricity – the formal opening will be at the end of September. Meetings have been held regarding future business opportunities for the Manston and Eurokent Parks. The Margate Big Event took place with well attended air displays. Cllr Latchford chaired the Port Users Committee discussing immigration and security issues. Dredging has been completed. A Cabinet meeting was also held.
13.0 KCC COUNCILLOR REPORT
Cllr Hibberd reported that the revision of grants from Central Government will result in huge cutbacks having to be made including job losses. The Winter Highways plan is underway and will be auctioned in September. Cllr Hibberd has received a request for a pedestrian crossing in Rossetti Road needed for residents of two large apartment blocks in the vicinity. Initial thoughts are that it would not be feasible – following a discussion on the subject Cllr Garland and Cllr Cooper agreed to look at the site and report back to PC. Highways grants will be decided at the end of June, with the re-painting of the Station Road pedestrian crossings included in the bids.
14.0 CLERKS REPORT
The Clerk gave details of correspondence received which included a request for funding from the Horticultural Society and updated information from the Scouts Group regarding their funding request. Cllr Garland asked the Clerk to agenda a Finance meeting.
15.0 MEMBERS REPORTS
Cllr J Cohen
Cllr Cohen commented on the improvements to the beach and seafront. Cllr Cohen reported that the Bowls Club was often used as a social area by non-players.
Cllr J Garland
Asked the Clerk to again chase the summer planting of the planters.
Cllr D Cooper
Cllr Cooper informed members that CCTV evidence had been passed to the police regarding a number of incidences of fires being started to the rear of some public houses and buildings.
Cllr R Latchford
Cllr Latchford reported that he was working on two major projects in the Village but could not release details at present. The August bank holiday event organisation is progressing well. Cllr Latchford has dealt with a number of Ward issues including planning and enforcement and has been liaising with the PCSO on a number of other incidents. Cllr Latchford informed Members that the Village policeman has been withdrawn from Birchington for 8 weeks and the Community Warden has been unwell.
Cllr J Worrow
Cllr Worrow stated that organisation of the Minnis Bay Live event was progressing with posters being placed in the Village. The event is to be held 17/18th July, with monies raised being put to future Birchington events. Cllr Latchford stated that he had received a complaint by email regarding an issue with the organisation – the email was passed to Cllr Worrow for reply. Cllr Latchford and Cllr Worrow had a discussion about the email and the Event until the Chairman stopped the matter as it was not PC business. Cllr Hibberd asked if there was adequate toilet provision for the event and Cllr Worrow replied that toilets had been booked.
16.0 COMMITTEE REPORTS
Finance Committee
The list of payments was circulated and agreed. There were 10 payments totalling £1,410.55 Agreed.
Parks: Cllr Worrow had visited the ‘Band Box’ shop in Station Road and the owner had agreed to water the nearby planter.
Projects: A number of projects are being considered by Committee including replacing defective Christmas lights, historical information boards, refurbishment of the Village sign and purchasing ‘keep fit’ play equipment for Minnis Bay.
Publicity: There were no matters to report. The newsletter has been sent to the printers.

A meeting had been held prior to this Full Council meeting.
17.0 REPORTS FROM VILLAGE ORGANISATIONS
NW – Cllr D Cooper
Cllr Cooper is no longer the Chairman of the Thanet NW but is the Treasurer. NW Police liaison with co-ordinators continues to be a concern due to police cutbacks.
Twinning – Cllr B White
A trip to the French Carnival was held and the French are to visit here on September 25th for a lunch.
Heritage Group – Cllr J Francis
A meeting is to be held soon.
PCC – Cllr J Francis
The Committee elections have been held. Notes were given to Members from the @parish and You’ booklet.
TAPC – Cllr J Francis
A recent meeting was cancelled by the TAPC Secretary, causing some confusion.
TRRG – Cllr B White
Speedwatch was the main topic of discussion at the last meeting.
BRA – Cllr I Bedwell
A bingo fundraising event was held.
18.0 OTHER MATTERS ARISING
The British Legion is to hold its Summer Fair at Church House on 10th July, followed by the Primary School Summer Fair.

116.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick attended 12 civic functions as Chairman of TDC, including the Civic Service and various fund raising events. Cllr Sheldrick also attended the Senior Citizens AGM at which a new Committee was chosen, the recent PACT meeting and the Guild of Players comedy night.
Cllr R Latchford
Cllr Latchford reported that the month had been busy due to the up-coming election, Cabinet and Council meetings. Other meetings included discussing Port and Marina issues with users and marine businesses, discussing sponsorship for events with the PR teams of London Array and Thanet Windfarms, and meeting with several potential investors into Thanet.. The Margate Big Event is being finalised but due to security issues a £2 entry charge will now have to be charged. Cllr Latchford concluded his report by announcing that he has tendered his resignation as Deputy Leader to take effect at the Thanet District Council Annual meeting in May.
117.0 KCC COUNCILLOR REPORT
Cllr Hibberd reported that there had been no cases of school sabotage over the Easter break, and that the Chief Executive has retired and his replacement will start in June.
A major Highways ‘blitz’ is being carried out throughout Kent by several teams of local contractors. Some resulting safety issues are being addressed.
The new Marine Bill will result in one governing body for the South East and may have a future affect on Parish Councils with sea boundaries.
Cllr Hibberd opened the new sports facilities at St Nicholas which includes a cricket square and pavilion with bar facilities for use by members.
118.0 CLERKS REPORT
The Clerk had no matters to report that hadn’t already been dealt with. Cllr Hibberd confirmed receipt of the letter from BPC requesting Highways funding be spent on re-painting the pedestrian crossings in Station Road.
119.0 MEMBERS REPORTS
Cllr M Sheldrick
Cllr Sheldrick has dealt with usual matters of parking, dog fouling and pot holes. Congratulations were expressed at the speed with which Kent Highways carried out remedial works on Station Approach.
Cllr J Francis
Received a telephone call from a member of public complaining about the street cleaner not sweeping the access paths between Station Road and the surrounding area. The Clerk confirmed that she had also spoken to the same gentleman twice and had reported the matter on both occasions.
Cllr I Bedwell
Cllr Bedwell commented that the pedestrian crossings needed re-painting in Station Road and asked if the PC knew of any road closures at Brooksend due to the laying of a water pipe to Thanet Earth.
Cllr R Latchford
Cllr Latchford has been busy with electoral issues. Cllr Latchford attended the Horticultural Fair, the British Legion boot fair and the PACT meeting. Planning for the summer event is progressing well.
Cllr J Garland
Cllr Garland reported that the information sign at Plum Pudding Island had been destroyed.
Cllr B White
Cllr White asked the Clerk to again chase a reply regarding the tree issue on land at Neame Road/Albion Road. Cllr White also commented that the Village no longer has a routine clean by the mechanical sweeper.
120.0 COMMITTEE REPORTS
Finance Committee
The list of payments was circulated and agreed. There were 16 payments totalling £4,263.36 including numerous subscription renewals and the £500 pledge to the Minnis Bay Windsurfing Club. Agreed.
Cllr Garland asked Council to consider the funding request from the Parkinsons Disease Society for £1,000 towards the cost of running a Day Centre. The Clerk reported that the Society Secretary had confirmed that a number of people from Birchington used the Centre. Cllr Sheldrick proposed that £500 be given. Cllr Francis proposed that £250 be given. 2nd by Cllr Sheldrick. Agreed.
Parks: There were no matters to report
Projects: Routine maintenance is to take place on the CCTV system shortly.
Publicity: There were no matters to report. It was agreed that the May 1st surgery be cancelled due to the forthcoming election and availability of Members.
Planning Committee
Cllr Francis confirmed that the application for a dwelling to the rear of 158 Minnis Road had been refused again.

Cllr Garland reported that the Police may withdraw their NW Liaison Officer.

The AGM is to be held on 27th May.
PCC – Cllr J Francis
The AGM was held on April 25th with some changes to the Committee agreed. Cllr Francis gave a report on the recent building works undertaken at the churches and Church House.
TAPC – Cllr J Francis
The AGM is be held on April 29th in Ramsgate.
Youth Club – Cllr J Garland
Funding continues to be applied for from various sources.

The Clerk had circulated the requested information regarding the Kent Men of the Trees. Cllr Latchford proposed that the PC do not join. 2nd by Cllr Sheldrick. Agreed

Minutes of the meeting held 22nd February 2010 were agreed and signed by the Chairman.

105.0 CHAIRMAN’S ANNOUNCEMENTS
Cllr White attended the Chairman’s Information Training Day. The Chairman also attended the Air Scouts fund raising event at which the Scouts cooked a meal.
A member of public stated that the PC website had several out of date pages. Cllr Garland agreed to check for updates.

106.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick attended 10 civic functions as Chairman of TDC, including the official opening of the cobbler shop in Station Road and the 65th anniversary celebration of the Spitfire. Cllr Sheldrick was unfortunately unable to attend the Scouts event.
Cllr J Roberts
Cllr Roberts much enjoyed the Air Scouts event and attended the opening of the cobbler shop. Thanet Council workload has been busy including compiling end of year reports for Scrutiny and dealing with a planning query.
Cllr R Latchford
Cllr Latchford reported that the Ramsgate to Ostend super Ferry had successfully completed berthing trials and the service is due to start operation. Dredging in Ramsgate Port is almost complete and repairs will be undertaken in the Marina. London Array is finalising leases etc. for an operations base at Ramsgate Port. Flights to Edinburgh are due to start from Manston in May.
Cllr Latchford attended a conference aimed at forging closer working relationships with UK and Continental Ports, and a reception for a VIP Chinese delegation to promote the China Gateway.
Cllr Latchford is also busy with regeneration projects and tourism events including the Margate Big Event.
Cllr Latchford concluded his report by confirming that the Leader of Thanet Council is to retire.
107.0 KCC COUNCILLOR REPORT
Cllr Hibberd reported that following discussions between KCC and Government, there is now to be compensation for the large number of immigrants under 18 in Kent, but compensation for the 18-24 age group has not yet been settled, and they remain entitled to all Social Benefits.
The Financial Year has ended with a small surplus which is to be re-directed into Highways repairs and adult social services.
The Local Community Grants have all now been allocated in Birchington.
The re-surfacing of the Thanet Way is to be completed by March 31st.
The Transportation Board has agreed to upgrade all the pedestrian crossings between Birchington and Westgate and it is hoped that the crossing by the Square could be added to the scheme.
108.0 CLERKS REPORT
The Clerk reported on items of correspondence including; receipts for the purchase of an engine from the Minnis Bay Windsurfing Club, in response to our funding pledge, and a request from the Chairman to move the Committee meeting dates forward one week to allow Cllr White and the Clerk to attend the Parish Forum meeting. Agreed.
109.0 MEMBERS REPORTS
Cllr J Cohen
Cllr Cohen asked Members if there had been any progress on the Pavilion plans. Cllr Cooper replied that he had been unable to gain access to the Pavilion, Cllr Worrow had been inside and confirmed the conditions to be appalling but there had not been any proposals put forward from TDC or Thanet Leisureforce. Cllr Roberts, Sheldrick and Cooper continue to liaise.
Cllr Cohen stated that there have been reports of a number of opportunist burglaries.
Cllr Cohen requested that the PC consider becoming a member of the Kent Men of the Trees organisation. Cllr Cohen asked the Clerk to obtain more information.
Cllr M Sheldrick
Cllr Sheldrick has been dealing with a difficult neighbour dispute and helped in a case of a missing person, who was thankfully found safe and well. Complaints continue to be reported on the parking problems at the plumb centre and pot holes. Cllr Sheldrick will raise the matters at the next PACT meeting.
Cllr I Bedwell
Cllr Bedwell gave apologies for not having been able to attend meetings in recent months due to poor health. Cllr Bedwell reported on the opening of a new beauty salon in Minnis Bay and wished them success.
Cllr J Worrow
Cllr Worrow was re-elected as Chairman of the Birchington Village Partnership and some new Committee members were welcomed at the recent AGM.
Cllr R Latchford
Cllr Latchford reported that parking restrictions at Bierce Court have been agreed by the Joint Transportation Board and will now go to public consultation. Cllr Latchford attended the Air Scouts event and presented a cheque for £200 paid from Members Grants. Cllr Latchford also attended the opening of the Bee café in Minnis Bay, the opening of the cobbler shop and the Spitfire anniversary celebration.
Tenders for a café and toilet concession at Minnis Bay are to be invited, and new chalets are also to be placed in the area.
The Event Committee has confirmed that the Summer event is to take place for three days over the August Bank Holiday, an Elvis tribute night is to take place in October and the Christmas Event will again take place late November.
Cllr J Garland
Wished to state how attractive the planters in Station Road were looking and asked the Clerk to write a thank you to the nursery. Agreed.
Cllr D Cooper
Cllr Cooper commented that a cannabis factory had apparently been discovered at a house in The Parade, that whilst burglaries had increased recently in Thanet, reports remain stable for Birchington.
Cllr B White
Cllr White suggested that a plaque be placed by the glass dish gifted from La Chappelle and now displayed in The Centre, giving details of when and why it was presented. Agreed.

Finance Committee
Cllr Garland circulated the end of year budget sheets to all Members. Noted. The list of payments was also circulated and agreed. There were 12 payments totalling £2,525.75. It was requested that a Finance meeting be held of April 7th. Agreed.
Parks: There were no matters to report
Projects: Maintenance of the CCTV system had been undertaken and all working satisfactorily. Further routine maintenance is to take place later in the Spring.
Publicity: There were no matters to report. Cllr Cooper reported that the notice board in the Library is now totally obscured by a display case. Cllr Hibberd agreed to contact the Library.

BRA – Cllr I Bedwell
The next meeting is to be held on April 7th.
NW – Cllr D Cooper
The next meeting is to be held in April. The Committee has unfortunately lost two of its eldest members recently and new members are needed.
Twinning – Cllr B White
The next meeting is to be held on April 20th. A coach trip to the French Carnival is to organised and a lunch in the Centre for French visitors has been scheduled for September 25th.
KIACC – Cllr J Garland
Complaints about the complaints system were raised at the recent meeting. A new manager has been appointed and there is a vacancy for a Secretary.
TRRG – Cllr B White
The next meeting is March 30th.
TAPC – Cllr J Worrow
Cllr Worrow chaired the recent meeting due to the Chairman being unwell. Ramsgate Town Council now attend the meetings. The next meeting is the AGM on April 29th.
Youth Club – Cllr J Fleming
A regular number of children continue to attend but funding remains a problem.

Cllr White stated that inconsiderate parking is taking place at the entrance to the Library, despite yellow lines being in place. Cllr Hibberd agreed to mention the problem to Highways.
Cllr Sheldrick attended the Birchington Lifeboat AGM which is suffering short term problems due to the loss of two Committee members.
Cllr Hibberd reminded PC of the £20,000 available for Birchington to carry out small Highway schemes.

96.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick attended 5 civic functions as Chairman of TDC. Cllr Sheldrick gave praise to the work of the Emergency Services and Refuse Collectors during the bad weather, and the effort made by the employees to get to work. 68 Station Road is currently operating as a cobblers and key cutters, and is wished every success. Cllr Sheldrick continues to help with a complicated housing issue.
Cllr J Roberts
Cllr Roberts echoed Cllr Sheldricks praise for the emergency services and the traders of 68 Station Road. Cllr Roberts has been dealing wioth items passed from Roger Gale MP and received numerous complaints about an increase in dog fouling, particularly in the Park Lane area. Cllr Sheldrick attended a meeting of the Patients Panel and other visits as the Chairman’s Escort.
Cllr R Latchford
Cllr Latchford reported that the Thanet Windfarm project is proceeding on schedule and bringing vital business to Ramsgate Port. Transeuropa Ferries are to introduce a Ramsgate to Ostend super Ferry service and Manston Airport has introduced a daily passenger service to Edinburgh.
97.0 KCC COUNCILLOR REPORT
Permission to film in public spaces in Kent has now been passed to KCC from Westminster, and it is hoped the simplified system will result in more requests to use Kent sites.
The 2010/11 Budget has now been presented and shows an increase of 2.1% on the County rate.
The Highways crisis is not yet over due to the prolonged bad weather and a full report on Winter travel interruptions will be presented to KCC at the end of March. The report will include interruptions to road, sea, rail and air travel and it is hoped that improvements can be made as a result of the report in future years. Operation Stack and school closures as a result of road conditions will also be included in the report.
The Marine Act is in its final stages and includes a proposal to create a marine conservation area from Reculver to Westgate. This will prohibit development along the seafront and protect the coastline and fish stocks.
Cllr White reported that the pedestrian crossings in Station Road were all in need of re-painting and not just the central crossing. Cllr Hibberd agreed to raise the matter at the next Joint Transportation Board meeting. Cllr Latchford agreed to raise the matter at District level.

The Clerk reported on items of correspondence including a thank you from a resident of Acol for the BPC response to a previous query.

Cllr J Cohen
Cllr Cohen had noticed an increase in dog fouling and hoped it was a result of the poor weather and not a general trend. The Albion Road car park was in a poor state around the recycling bins, but had now been cleared.
Cllr M Sheldrick
Cllr Sheldrick has been dealing with numerous reports of potholes and also dog fouling.
Cllr J Fleming
Cllr Fleming wished to express her disgust and regret over the behaviour of the ex Mayor of Margate with regard to an animal cruelty incident.
Cllr J Francis
Cllr Francis has received complaints regarding the inconvenience caused from the closure of the Kent Gardens/Canterbury Road junction.
Cllr J Worrow
Immigration Officers had been visiting premises in Station Road recently and speeding along the Minnis Bay seafront continues to be a problem. The Birchington Village Partnership AGM will take place on February 25th.
Cllr R Latchford
Cllr Latchford had taken part in ‘Operation Clean Sweep’ which involved TDC Officers, Wardens, Police, Fire Brigade and Immigration Officers visiting businesses in Birchington to discuss issues the owners may have and to check the properties fire safety and workforce legality.
Signs to the Alpha Road car park and toilets are at last to be installed in Station Road.
The need for parking restrictions at Bierce Court has been placed back on the JTB agenda.
The Summer Event is to go ahead as a three day event over the August Bank Holiday.
Cllr Latchford attended the Speedcheck initiative with Cllr Sheldrick following a PACT meeting.
Cllr J Garland
It was reported at the recent PACT meeting that the interactive speed sign is now working again.
Cllr D Cooper
Cllr Cooper commented that the poor weather resulted in some ‘blue’ bins not being collected for 8 weeks. There has been a report of some anti social behaviour in the Bierce Court area.
Cllr B White
Cllr White reported that the fence to Crispe Park in Neame Road has fallen down and is being used as a shortcut – Clerk to report.
Cllr White had dealt with a parking issue in St James Terrace.
Cllr White asked Cllr Sheldrick if there had been any progress on the Pavilion. Cllr Sheldrick replied that a meeting to assess its condition is still awaited.

Projects: One CCTV camera is still a concern and there has been no progress on possible premises for a future office.

Planning Committee
Cllr Francis stated that a meeting is scheduled for Wednesday but some Members had not received an agenda. It was proposed and agreed that the meeting be held. The Clerk reported that new plans and correspondence was now being sent to the Office – Clerk to report.

Cllr Hibberd stated that PACT has applied to the KCC Community Grant Fund for funding for bike lamps for youngsters in the Village. However, the application cannot be considered from PACT but could if it came through the Parish Council. It was agreed that Cllr Cooper liaise with PACT and be given the authority to apply for the grant on behalf of BPC.

The Chairman’s Information Training Day has been postponed until March.
The Secretary to the United Services Club wished to bring to the Parish Council attention the poor condition of the Pavilion at the Recreation Ground which is no longer fit for purpose. The matter has been reported to Thanet Leisureforce with a list of complaints from the football league passed to them. The gentleman asked that the Parish Council consider undertaking the improvements to the Pavilion now that its replacement seems unlikely in the near future. A discussion took place and the following was noted – the pavilion is used by visiting football teams as well as those from Birchington, the matter should be driven forward by the Ward Councillors for the area at this stage, a meeting should be arranged to ascertain the pavilions condition and the level of works needed, a formal proposal should then be written. Cllr Cooper agreed to assist the Ward Councillors as a representative from BPC.

86.0 REPORT OF DISTRICT COUNCILLORS
Cllr M Sheldrick
Cllr Sheldrick had attended 5 civic functions as Chairman of TDC including a tour of Greenwich Observatory. Cllr Sheldrick has dealt with several calls regarding road gritting and Festive period rubbish collections. The parking problems outside the plumbing centre in Albion Road has been raised again and Cllr Sheldrick has been in contact with KCC Cllr Hibberd over possible solutions.
Cllr J Roberts
Cllr Roberts has also dealt with gritting and rubbish collection queries and a difficult planning issue is an ongoing. The joint strategy for waste management is still under much consideration.
Cllr R Latchford
Cllr Latchford has been covering the Leaders diary appointments as well as his own for the past two weeks, resulting in a heavy workload. The Local Development Framework document is out for public consultation covering future development regeneration and housing plans for Thanet. Meetings have taken place discussing tourism and business for Thanet including the importance of Manston Airport, the possibilities of a Parkway Station to serve the airport and other regeneration projects. Turbines for the Thanet Windfarm are starting to be installed and the company office nears completion at Ramsgate Port. Cllr Latchford also updated Members on the prospects of Shared Services and informed BPC that there is to be a new Manager at Manston Airport due to the current Manager returning to New Zealand.

88.0 CLERKS REPORT
The Clerk reported on items of correspondence including; confirmation that the lanyards have been delivered and are being distributed in the Village. There is also the offer of the purchase of further 500 lanyards at a discounted price due to a printing error. Cllr Cooper to contact Liam Doogan. An email has been received informing the PC of increased car vandalism in the Yew Tree Gardens area – noted. A letter from a resident of Acol was distributed to all Members – it was agreed that the PC had been misinformed in the first instance concerning a petition being conducted in the Village.

Cllr Sheldrick has been dealing with numerous reports of potholes, and noted KCC act quickly when holes are reported to them.
Cllr J Francis
Cllr Francis reported that the assisted wheelie bin collection works well but takes about 3 weeks from request to being operational.
Cllr R Latchford
Cllr Latchford has also dealt with snow and waste collection complaints and confirmed that the waste & recycling programme has now returned to normal. Cllr Latchford attended the PACT meeting which had disappointing numbers of public in attendance. Cllr Latchford and Cllr Sheldrick are to attend a speed check initiative being promoted by the Police.
Draft accounts from the Events Committee show a small carry forward for 2010 events and plans are underway for a repeat of last years Summer Event in August and the purchase of more Christmas Lights for next winter. The Christmas tree in the Square will be removed 26th January.
Cllr J Garland
The Village roads are to no longer have a road sweep at weekends, due to the employee being moved to Margate by TDC. The Clerk agreed to write to TDC for clarification. The Interactive speed sign is scheduled for repair by February.
Cllr D Cooper
Cllr Cooper has dealt with several complaints regarding road conditions and waste collections.
Cllr B White
Cllr White attended the Surgery on January 2nd and has reported all matters where necessary. The Clerk was asked to request the Dog Wardens presence more often in the Village due to an increase in fouling.

Cllr Francis reported that only three new plans had been received and proposed that the Planning meeting scheduled for January 27th be held following the Full Council meeting. Agreed.
